Section 222 of the Constitution, paragraph 15, empowers the president to undertake a nationwide tour annually in order to familiarize himself or herself with current conditions and the effects of government policies.
Hence if the tour is a state one, the president would be listening to all those who have something to say irrespective of party affiliation, and would not discuss party politics except to promote tolerance of political diversity.
All the media houses would be accommodated so that what people say would be amplified and the answers given by the state conveyed. There is no doubt that the farmers have a lot to say regarding the trade season for the sale and purchase of the main cash crop.
The attempt to exclude the private buyers has had far reaching negative impact on the trade season. The contingency measures the government would put in place, to ensure that the farmers have seeds and fertilizer on time for the coming farming season, would be of interest to the farming community in particular and the country at large. People who use the Barra ferry crossing, would want to know when their ordeal would come to an end. The rising cost of rice and bread would be of interest. The seizure of government vehicles and parking them at the grounds adjacent to the bridge, is a clear testimony that they would be utilised for the tour.
Foroyaa would monitor to find out whether government resources and personnel would be used to promote the interest of the people, or the ruling party.
To utilize state resources and personnel to promote the interest of a ruling party would amount to an abuse of political office.

3. THE BORDER CLOSURE AND THE RE-EXPORT TRADE

The value of the CFA is rising as the re-export trade suffers setbacks because of the difficulty in opening the border. The Gambian Economy depends largely on the re export trade. Gambia’s real export is less than half a billion dalasi while its imports are over 12 Billion dalasi.
It is re-export of Commodities that helps to reduce the trade deficit and make foreign exchange accessible for importers to continue to bring goods into the country.
The likely impact of the border closure is reduction of earnings from the re-export trade, economic contraction, closure of enterprises and more poverty. It is very strange that despite four months of negotiation, the border is still closed. What is being lost daily may never be recovered through any increase in tariff.
The cost of retaining the current tariff, which is the subject of the dispute, appears to be growing daily. The state to state relation appears to be dormant at the moment.
Foroyaa will continue to monitor developments and report on findings accordingly.

 This photo with the road is taken years ago. The oyster shell road between Soma and the Kombos. It was very unbearable then. The EU financed road Basse-Soma and Mandinaba-Soma are now complete and it took less than 2½hrs to drive from Janjangbureh (George town) to Abuko a month ago.
The accident is said to be caused by a cow suddenly crossing the road. A minister is among those injured. |

Minister Bala Jahumpa injured in convoy accident
The Point: Wednesday, April 23, 2014
The Point can confirmed, after receiving the information from good sources, that roads and transport minister Bala Garba Jahumpa was admitted at the Edward Francis Small Teaching Hospital in Banjul during the Easter break, after his vehicle in the presidential convoy was involved in an accident, caused by a bull which crossed the road. This news has been circulating in town, prompting our reporter to visit the hospital in Banjul and another to call the police for confirmation, without success.
The hospital’s medical director was not in his office, and his principal secretary asked our reporter to “come back today”.
The police would not comment on matters of the “presidential convoy”.
However, before we went to press, the accident was confirmed by senior government and ruling party officials contacted to do so.
“Sir, we understand that the minister was involved in an accident,” our reporter asked on the phone, and a senior government official kindly obliged: “Yes, the minister was involved in an accident, but I cannot give any details.”
Top ruling party officials with the presidential entourage in the provinces, were reached by phone last night and we learned from them that Bala Jahumpa was, indeed, admitted at the hospital in Banjul.
There it was discovered that he sustained fractures in his backbone, and he will be evacuated today for Dakar en route to Spain for further treatment, our sources added.
Reports yet to be confirmed added that the driver of the vehicle was also admitted at the same hospital.
It is likely that the minister’s vehicle had other passengers, but it is not clear what happened to them, or whether any other vehicle(s) in the convoy was affected.

I have no idea but the propaganda description of this tour is called 21-day “Vision 2016 Rice Self-Sufficiency Tour” to all the regions of the country. Actually it is not as describe but for The President to seize this opportunity to TOUR & HARVEST HIS MASSIVE KANILAI FARMS NATIONWIDE & MOBILISE LABOUR FOR HIS FARMS FROM APRC PARTY MILITANTS TO KICK-START THE PREPARATION OF RAINY SEASON WITHIN A MONTH OR TWO AWAY FOR HIS FERTILE LANDS CONFISCATED. Also to spend the SAUDI ARABIAN MONEY brought from his recent BEGGING trip there as assumed, sponsored as state visit. Check these photos on vast fertile agricultural lands reserved for him below.

"I will contend that self-sufficiency in rice in the Gambia is not achievable under present or future conditions. Sad, but Gambians are in another wild train ride. First, rice needs too much water and too much fertilizer non of which we have. Many are quick t o point to River Gambia. Literature shows 80 percent of the River Gambia's catchment area and water is outside the Gambia. Much of the water we get in this river comes from Senegal thru one pipe (the one that enters at Koina). The topography (flat & meandering river) means that we will only get what the Senegalese can not/ decides not to use.This is the thinking behind OMVG. Over the last 20 years, while Gambians are mesmerized by Babili Mansa, Senegal has more than doubled irrigated area along the Gambia River between Koina and Niokoloba. With the current state of affairs between what Senegal calls the "ce petite nain" and Dakar who says they too will not unilaterally close the pipe at Koina or just divert every drop possible?"
"Reading between the lines it looks like the professor is looking for something to take to the bank. With buried hills now buried, the key to Allah's bank misplaced, the last in the bag is land to "lease" to his Middle eastern/Asian investors! For over 5 yrs now folks close to him had been grappling with identifying 30,000 ha that could be leased to South Asian investors. The minimum acreage set at about 400 ha tells me that he is setting ground for his governors to "donate" him the remaining flood lands along the river so he and his partners can provide us the food. The following is culled from Gambia-L ----------------
"Again it is easy to dismiss this 2 million tonnes of rice production in the as crazy talk but the danger in that is that this “vision 2016” could be remembered at best another empty promise but at worst an ill-conceived social, economic and environmental engineering disaster.
First, can we produce 2 million tonnes of rice in the Gambia? In 2012, the FAO estimated that paddy rice yield in the a Gambia (good rains) is 850kg per ha. With irrigation this does not go above 2000kg in the West African Sahel. Even with irrigation and double cropping we will need about 500,000 ha, this is the entire arable crop area of the Gambia.
Does the statement, “the government, he said, will no longer entertain the smallholder type of agriculture as part of efforts to making the nation a major exporter of rice ..” mean that this new corporation will appropriate land from smallholders to be consolidated into “corporate farms? What would that mean for our traditional land ownership system? Is this new corporation going to be another NAWEC, GAMTEL or SSHFC with the executive having all total control over their activities?
While we commend and aspire to achieve the all-year-around rice production like in Kanilai, we must also ask the following: how much does the all-year around production in Kanilai cost, that is pumping, storing water, as there is no river in Kanilai. Has there been total accounting of the cost of producing a tonne of rice in Kanilai? That is, cost of the all inputs (labor, land, water, seeds, fertilizer, machinery) and compare that to importing rice?
It’s important that experts (agric, forestry, livestock, hydrology) help the President understand that there are really ecological consequences to his Vision 2016 and if rushed through without proper assessment, could end up becoming the plan that killed the Gambia River." - Malanding
