Attitudinal changes maybe a reason for slow development but it isn't an accuse to stop development.
Know how is more important than money if you know how to do something, life as a way of bringing what you need into play. Not having money can be used as an excuse for not doing nothing at all.

The majority of the world's population is poor does that mean they do nothing at all? The world is changing not even the British unemployed can stay home any longer and watch TV. There's a benefit lockdown they have to be actively seeking work or their benefits will be stopped.
