I have read your link and the words are indeed impressive,if everything goes according to plan the Gambians can rejoyce and say, this is the way to go Africa look how Gambia has improved and not stagnated.The words are fine but there is a saying "If something looks too good,it probably is" I will wait to be proved wrong,and I hope I am. |

Well, according to the point newspaper, 50% of Gamtel/Gamcel has been sold in August. The question is not about the selling or the partnership per se. It is about the lack of transparency that surrounds the deal and why the selling when the company is one of the best in Africa, second only to South Africa's telecommunication gaint. Two questions need to be asked;
1. The deal has not been tendered and bidded for, why? 2. Why sell 50% of the most important institution to the Gambian economy when it is performing well and sometimes even paying the salaries of the entire Gambian civil service?
See below, the point. Thanks
50% of Gamtel/ Gamcel Sold As Govt Approves Strategic Partnership Wednesday 22nd August 2007
By Alhagie Mbye
The government of The Gambia has approved a strategic partnership for Gamtel / Gamcel in a bid to salvage the one-time leading institution in The Gambia, a press release from the Department of State for Communications and Information Technology announced yesterday.
“It would be recalled that Gamtel over the last years had deteriorated in service provision, accessibility and quality of service. It is also experiencing stagnation in network expansion and subscriber base,” states the release, adding: “Furthermore Gamtel was near bankruptcy and is heavily indebted”.
According to the release, the government of The Gambia consequently has been reviewing various proposals for s strategic partnership to give Gamtel the needed boost to enter into new business models, new technology, with a view to providing high quality and affordable telecommunications services.
The approved strategic partner is Spectrum Group, a company with investments in many industries throughout the region.”
The release further states that the government and the new shareholder have jointly assigned Detecon International as the consulting and management partner. Detecon International is a German Company with more than 30 years international experience in telecommunications and other related industries.
The two-page release from the Department of State for Communication and Information Technology went on to point out that more and more countries around the world are taking favourable advantage of the benefits of strategic partnership and that The Gambia is no exception.
Meanwhile, the Consulting firm, Detecon, has taken over the strategic management of the Company.
It could be recalled that 50% of the shares of Gamtel, Gamcel, was sold on August 1st, this year.

toubab1020, There is something that is not right here. Darbo said they sold but the observer said partnership. I am puzzeled about this. I have tried my sources in Gambia but they have not heard of selling. We should wait and see. I too have my doubts. |

Alasan its a PUBLIC CORPORATION and you SELL AND BUY SHARES (for transfer of ownership, management and control) of a PUBLIC CORPORATION or COMPANY. Its company law and Darboe with the editors of Point Newspaper are right to refer to the 50% Shares deal as a SALE!
Having said that GAMTEL is govern by company law but not law for PARTNERSHIPS. You can see the press release stating a PARTNERSHIP but Gamtel/Gamcel are all PUBLIC CORPORATIONS or COMPANIES. Its limitation of comprehension on your part but what is construed under LAW OF CONTRACT describe these deals as A SALE It may not be right for you to understand it as a layman without basic law knowledge.
Hope I have tried to clarify the POSITION OF SALE! to accept this deal rightfully as a SALE.
