Foroyaa has been following the appointments made by President Jammeh to the post of Minister since 1994. In a period of 16 years, the post of Minister of Trade has witnessed 18 appointments; 14 appointments have been made to the post of Minister of Foreign Affairs; 13 appointments to the post of Attorney General and Minister of Justice. The post of the Minister of Finance experienced 12 appointments; that of Minister of Health and Social Welfare witnessed 11 appointments, Tourism and Culture, 8; Interior, 8:Works,8; Youth and Sports, 8 ; Information ,7 ; Agriculture,6; Local Government, 6; Fisheries, 5 ; Higher Education , 4; Basic Education ,3; Forestry , 3; Defence 2; Energy, 2; Economic Planning,2; Vice President , 2 and Women Affairs, 1.

In total the archivist at the Foroyaa office has been able to count a total of 144 appointments.

The Constitution has given clear instruction on what the President should do to fill Cabinet posts. Section 72 of the Constitution states that, “The Vice President and Secretaries of State shall be responsible for the Ministries or other business of Government as the president may assign to them. In making such assignments, the President shall have regard to the desirability of ensuring that such responsibilities are entrusted to competent persons with relevant qualification and experience.”

Foroyaa strongly recommends an amendment of the Constitution so that the appointments of Ministers are subject to approval by the National Assembly. This would compel any president to do their selection in a proper manner and thus give the Ministers security of tenure.
