Wednesday, May 26, 2010 The Government of The Gambia Web Portal was Tuesday 25th May 2010, launched by Her Excellency Aja Dr Isatou Njie-Saidy, the vice president and minister of Women's Affairs on behalf of the Gambian leader, His Excellency Sheikh Professor Alhaji Dr Yahya Jammeh, at a launching ceremony held at Jama Hall, Kairaba Beach Hotel.
This new development was made possible through the partnership of the Ministry of Information and Communication Infrastructure and the United Nations Development Programme (UNDP). The Government Web-Portal will provide a centralised access point for government information and services with the use of the Internet.
This new web portal, which is the first of its kind in the history of this country, will host information about ministries and their plans, programmes and services, access to their services and related information and provide feedback on various policies. It will also serve as a tool to support activities of government bodies by giving them possibility to exchange information among each other and with the public over the web.
Speaking at the ceremony, Basirou Jahumpa, who represented the UNDP resident coordinator in The Gambia said his office recognised the pivotal role e-governance and ICT can play in the attainment of the MDGs-based PRSP II. According to him, as a key trend and emerging issue affecting public sector management, e-government aims to improve efficiency in internal government operations and public service delivery and to provide for open and transparent processes as well as greater citizen participation and involvement. "A priority area for intervention in the national e-governance is the design and development of a Government Web-Portal for the first time in The Gambia. With this level of support, we are confident that this facility will revitalise the public sector and thus make it proactive, efficient, transparent and service-oriented," he added.
For his part, Alhaji A Cham, the minister of Information and Communication Infrastructure, emphasised the need to establish a government web portal which has long been recognised since the adoption of the national e-governance strategy in 2003. "In 2008, the ministry prepared a project proposal consisting of three phases based on the model adopted by many countries. In mid-2009, phase I of the project received support from the UNDP, while the succeeding phases will later be framed up through a holistic study for a comprehensive development of a project proposal for implementation," he added, while disclosing that alongside with the development of the web portal, they have developed templates for 22 government ministries, departments and agencies for publishing data on information.
Minister Cham further disclosed that the bulk in setting up a government web portal is data collection, processing and publishing adding that as they progress, a content management system and necessary capacity development programme will be put in place to facilitate and maintain the publishing of data and information. "The first batch of web design training for focal staff from the ministry, department and agencies was held in January and it will be a continuous process to ensure that they have the skills to maintain and continuously improve the websites when they are eventually turned over to them," he said.
The Information and Communication Infrastructure minister used the opportunity on behalf of the Gambia government and his ministry to express sincere gratitude to the UN system through the representative of the UN resident co-ordinator in The Gambia. Launching the Government Web-Portal, VP Njie-Saidy disclosed that The Gambia with the assistance notably of UNDP has been working tirelessly to create a web portal that would serve as a window through which people everywhere can access information virtually about everything happening within our borders that requires greater public awareness, understanding and appreciation.
She then expressed gratitude to the UNDP for the partnership without which the vision to create a web portal would not have matured this soon. "I also would like to thank the staff of the ministry of Communication and Information Infrastructure, who went through the strains towards ensuring that The Gambia joins the international community in launching a web-portal communication window.
VP Njie-Saidy recalled that a few years ago, the government of The Gambia, with the active collaboration of all the stakeholders, formulated a National Policy on Information and Communication Infrastructure (NICI) adding that through this policy an expressed intention has been declared by government to harness the full advantages and resourcefulness of ICT so as to enable the country achieve accelerated growth and development inline with the objectives of Vision 2020.
The vice president opined that in steering the boat to Vision 2020 timeline, which is fast approaching, it is no understatement that information constitutes true power that can shape ideas, minds and perceptions. She further stated that the decision by government to create a web-portal is borne out of its desire to provide a one-stop powerhouse that would not only provide relevant and timely information about the programmes of the government, but also clarify misconceptions and thwart the malicious intentions of people and organisation that create rumours from non-existent and unreliable sources.
"The web-portal is indeed a forerunner to e-governance strategy that is being rigorously pursued by the government as a means of ensuring that in the not too long distant future, all vital services in The Gambia that the public would demand are provided online. In short, ICT-based and online services would not just be limited to the biometric identity systems, and the IFMIS to name but a few, which are examples of the initiatives launched by the government to deliver public services." she added.
She then urged all ministries to ensure the information provided on their respective sites is regularly updated and is well-harmonised with those from the sister agencies adding that the web-portal is an important platform for dialogue and networking. Other speakers at the ceremony included Ebrima Jobe, director of ICT at the Ministry of Information and Communication Infrastructure and Lamin Camara, deputy director of ICT, who delivered the vote of thanks. Hey Moe it would surprise me if Essa was simultaneously doing two characters at the same time after all he's good at acting after all he is a double agent. He went so undercover that he infilitrated all of the opposition sites, even got into bed with the opposition and no doubt he was fundamental in derailing NADD. What do you think? He's flirting with freedompaper spouting a lot horse manure pretending it's the truth. Then turns around to say that Isatou Saidy Njie quoted Jammeh to be a solider. What a hypocrite because he was also in the military.
The biggest favor he was given was to be posted to the states as soon as he got there he couldn't wait to relocate, an Ambassdor for freedom. He just missin the highlife that's all, and is pissed off that Jammeh is going from strength to strength down the road of progressive development. Whilst he's stuck in sinking stand as a should of been, could of been or would of been!

I never knew a people can dedicate their whole lives on slandering and image smearing knowing damn well none of them have anything to substantiate their stories. It's funny that prior to his well deserved dismissal. He had no problem being the Marketing Manager he was,this is according to the cyber clown himself. He said he was basically marketing the AFPRC agenda prior to his sacking as Ambassador, It's the same Thoroughbred standing on the other side of the river banks pointing at what they helped build, with his anger and animosity he was willing to misdirect and mislead a whole generation of young Gambians with lots of wasted talents. He was one of the few ********s that led the Freedom Newspaper to fall from grace, and Banned, nowadays the Echo is on the list too. I wanna know who their audience is now, well I guess there is enough fools living in the western world with minimal education just to get around. They are the one's who tend to fall for these INFORMERS.
