What does “Mash-la-ha” mean, is it Arabic, how did it get into our worldview and perception of the world?

It is said that the philosophy of mash-la- ha is the origin of corruption and favoritism.
That decisions based on mash-la-ha are never deduced from facts.
What do you think?

Maslaha is arabic and it literally means "public interest." Under islamic law, it is generally invoked in permitting or prohibiting something. I guess we could further infer that it could be used in making a case that something is in the "best interest of community as a whole." The irony is that favoristism and corruption totally contradicts "public interest" as these are vices that only benefit those directly involved.

In other words, I think it overturns the concept of "Maslaha" on its head.
