The ABC of the Budget
How our Money is Spent


The Government derives revenue from us. Even the loans it takes are paid from our tax money or the fees we pay for services. It is therefore our right to know how the money is spent on our behalf.

We all know that no institution is more important to the human resource development of the country than the tertiary institutions in the country, such as the University of The Gambia, Management Development Institute, the Gambia College, Gambia Technical Training Institute and the Management Development institute. The amount of money allocated to such institutions by the Executive and the National assembly should be of concern to all of us.

They have decided to allocate 8.2 million dalasi to the University of the Gambia , 2.3 million dalasi to Management Development Institute, 5.5 million dalasi to Gambia College and 5.5 million to Gambia Technical Training Institute.

The budget for Scholarships is 6.5 million.

In contrast, the office of African First Ladies Against AIDS is allocated 2.6 million dalasi, the office of Ex –President is allocated 5 million dalasi. In the same vein, while in the past budgets more funds were spent on Basic education and Health than defence, in 2008, defence is becoming the major priority, as 397 million is allocated to the department compared to 254 million to health and 359 million to basic education. This is why Gambians should realise that the establishment of a two term limit for a government makes sense. In short, such a government is less likely to inflate its security budget because of the feeling of threat. One third of the defence budget could build a University complex and sustain it annually with enough scholarships allocated to students on the basis of merit. Even if they were to leave this country to go somewhere else, they would be sending remittances which would impact on the National Economy. The security provided by good governance and limited term of office is the best instrument for promoting sustainable development.

The greatest irony about the Defence Budget is that Gambians are not protected against ruthless killing by government's armed uniform personnel. All the budget is for the security of one person; Yaya Jammeh who knows he is an offender and fears that the citizenry will one day mete out justice to him. For fear of citizens' possible uprising he belts himself with all the arms and brutal killers to drive fear in people. Why is a president who is supposedly voted by 70% of the population not confident with security? Does that mean that people trust him with votes but he does not trust the people so he needs guns to shield away people?

The fact i could not begin to understand is that The Office Of First Ladies Against Aids(whatever that means) could be allocated more money than a top grade gambian institution like MDI and the Office of The Ex-president given almost the same money as GTTI and Gambia College. What important function do these two offices do that is more important than the top gambian education institutions? Apart from jetsetting to expensive European and America cities, indulging in meaningless talkshops and shopping tills she drops what else has the fisrt lady got to offer? Why should the office of First Ladies Against Aids be a government institution instead of an NGO or a charity? I am sure rich APRC jalibas and thieves would handsomely donate to such a charity not to mention private businesses that are intimidated to part with their money against their will or even the generous Taiwanese.

Likewise to say that the office of ex-president Jawara deserve as much money as GTTI or Gambia College is absolutely ridiculous. Does it take 5milllions of poor tax payers' money to to effectively lobby and shamelessly pose in public for the APRC bandwagon for people to realise the madness of this regime's expenditure. The 7.6millions for these two institutions could have gone a long way in addressing the badly needed public drainage facilities in Ebotown, so that they would not have to die of cholera comes the rainny season. The sad fact is that, with all their suffering and the astounding evidence and facts exposed in this imprudent budgetary expenditure the people of Ebotown will still overwhelmingly vote APRC come election time. Why do i bother!!!
