The talk now is that their is no hope for Africa especially when we have leaders like Jammeh.Looking at it from another perspective,I believe there is hope but it lies not with the leadership but in building strong institutions, which can only be undertaken by African civil society. The most spectacular failure of Africa's post-colonial leaders was their inability to build viable institutions either by modernizing Africa's own indigenous institutions or improving upon the ramshackle colonial institutions they inherited. Instead, they destroyed much of what was there and replaced them with institutions that bore little or no affinity to Africa's own -- nor the colonial institutions. In fact, the absence of a few key institutions that lies at the heart of Africa's intractable woes and interminable conflicts. These institutions may be identified as: An independent central bank, an independent judiciary, an independent media, a neutral and professional armed forces, and mechanisms for peaceful resolution of conflicts and transfer of political power. The lack of these critical institutions has banished the rule of law, respect for property rights, security of persons and property, social, political, and economic stability and created an "environment" inimical to African development. The "development environment" that prevails is one in which corruption is rampant, commercial and personal property is arbitrarily seized by drunken soldiers, dissidents frequently "disappear" and senseless civil wars rage for years on end.
