That is easily answered. I THINK it is the case that teacher for primary and secondary are paid, and are supported whilst they study (think so?), but there is no recognition of nursery teachers. The teachers are volunteers and if they want training it is at their own expense.
Increasingly it is being shown how important those early years are. Catch them early. It isnt just about education. The weight and health of the child can be monitored. The parents can be spoken to. The children will have a head start for lower basic. They get into the learning habit. They rise early ready for school, they put on a uniform and they WANT to learn!
If I was the leader of Gambia for a day I would make education compulsory part time from the age of 3. Never mind what these children would learn, it would save so many lives by professionals picking up on signs of malnutrition and illness and abuse.
