Wellington Street which is the commercial street was named fter his boss Duke of Wellington in honor of the Battle of Waterloo.
Cpt Grant must have just finished fighting in Waterloo (1815) to be deployed in The Gambia in 1816 where he established Bathurst. He should have named it Wellington like in New Zealand. or perhpas after Napoleon

Its believed Jawara wrote the speech or atleast supervised it becasue he thank him for reading the speech which has a sense of ownership.
