WHAT IF YAYA WERE INCAPACITATED TO HANDLE THE FUNCTIONS OF THE OFFICE OF PRESIDENT. cAN ANYONE GUESS THE POSSIBLE SCENARIO IN THE GAMBIA. WHO IS A POTENTIAL SUCCESSOR AND WHY. DO YOU THINK THERE WILL BE A SMOOTH TRANSITION WITHIN APRC. IT IS GOOD TO THINK WILD AND PLAN FOR THE FUTURE. I DO NOT BELIEVE IN SUPRISES. A SUPRISE IS AN IGNORED SIGN THAT HAS MANIFESTED ITSELF TO THOSE WHO COULD NOT DECODE.

The succession to the presidency in the event of a demise or incapacitation of the president is outlined in the constitution of the Gambia . I believe it is the vice president , then the attorney General( or the Chief Justice, please correct me on this one) and then the Speaker of the House . |

I know the contitutional arrangements. That arrangement was in place during the PPP era. What we saw when Jawara wanted to retire, the cofusion that it brought in the party which eventually led to the divisions we still have today. There were the OJ camp, Saihou Sabally, Bakary Darboe and Omar Sey Camps. The lack of a credible successor even with the constitutional arrangement being in place partly contributed to the impasse and the coup of 1994.
We may never have seen or experienced what is going on if the constitution is respected. It is one thing to have it written but it is another to enforce it as was and is still happening in the Gambia.
Has the APRC party matured enough to allow a smooth succession is the question. Has Yaya prepared his party to be able to function in his absence or is it going to die out with his exit.
This is because right now every decision even at administrative level is one way or another sanctioned by Yaya or the Green Boys.Power and authority rest with him alone. If people have been managed in this way, do you think they will be prepared to accept the Vice-President to take over or are we going to be another crazy fellow trying to be another King kong. |

By the way the Vice president succeeds the president and then the Speaker of the house. I want to raise one fundamental question here. Why should the Vice president who is not elected by the people become president. I think it is a mockery to democracy.
What we should have instaed is like the American sytem in which case you run with your vice president so that they both have the mandate to govern. Is that not possible in the Gambia. This should be tested and is at the heart of democracy. That way the president cannot dismiss a vice president and choose his own friend or family without consulting the people. We cannot have some one in line of succession who is not elected democratically.
The difference with the Speaker is that atleast he is chosen by Members of the House and because of their size, there will atleast be a process and decison does not lie with one individual like in the case of the Vice President where there is very little scrutinty. When ever the president chooses to dismiss, it is considered done. |

This explains why you sometimes wonder if we even have a Vice President. She has been reduced to rubber stamping and nodding of her head all the time like an agama lizard. The vice president should have some clearly stated duties. This can only happen when the ofiice is not subjected to the will of one indvidual. The current vice present and all before have had no meaningful impact on the lives of the Gambians. This will become a check on dictators. The only time they function is when the president is out of the country or on leave but even then, the president still has all his executive powers. Jawara behaved the same way and so is yaya. |
