It was a colonial term used regarding the failure of many development projects. Every colonial official knows this term.

W.A.W.A means (W)est (A)frica (W)ins (A)gain. When a project fails, officials amuse themselves saying this phrase. Personally i dont like it as it indicates no sense of devotion and commitment to those projects.
