22 PEOPLE ARRESTED FOR PLAYING FOOTBALL

Reliable information received by Foroyaa has it that 25 young people, including children, have been arrested by the Police Intervention Unit (PIU) in Sukuta, in the Niani District of Central River Region (CRD), on Monday 12 and Tuesday 13 August 2013, purportedly for playing football to mark the end of the Muslim “Koriteh” feast. They were taken to the Governor’s office and later to the remand wing in Janjanbureh. According to sources from the village, it is a tradition now that after every feast, the villagers would organize a football match between the young people and the middle aged. The source claimed that after this “Koriteh” feast, while the villagers were at the field, the Alkalo of the village, J.J. Kanteh, called the district Chief and informed him about the football match taking place at his village and the chief in turn informed the Governor.
According to sources, the villagers were surprised by the fact that when these people were arrested, they were first taken to the Governor’s office instead of the police station. When contacted, Commissioner Ebrima Cham, the Police Commissioner of the Central River Region, confirmed the arrest of the 22 young people in Sukuta Niani, adding that they were arrested for playing football. According to him, there was an executive order that there should not be any football match during the rainy season and that these young people disobeyed the executive order. He said this is the reason why they were arrested and detained.
Commissioner Cham, however, disclosed that nineteen of those arrested are now released, but the ‘ring leaders’ namely Lamin Barrow, Jarumending Ceesay and Kan Fandey are charged for disobedience to lawful order.

If not for respect of decency, this information deserves the most bitter insult directed at the rule maker and all those behind him. When does playing football become crime?????????
Gambians are watching a situation that will eventually turn nasty. This unreasonable executive order should be disrespected. It is not sensible therefore need not be obeyed.
What is there that the executive wants to prove? |

Arrested for playing football seems a little odd to say the least,

Is an "executive order" an authorised order under The Laws of The Gambia? if it is then not to comply with such an order would be unlawful,i.e. breaking the laws of the country,you cannot condone that,politics again !

Here is what the Point has to report,and explains the source of "The Executive Order" I would say that helping to grow food is far more important than playing football,football is a game and not a money making machine or some sort of tribal team loyalty,isnt it?

The embargo on seasonal football tournaments called Nawettan in the provinces during the farming season was declared by President Yahya Jammeh during his 2013 dialogue with the people tour.
The decision was aimed at promoting youth participation in agriculture with a view to expediting the country’s drive towards food self-sufficiency."

19 YOUTHS ARRESTED IN BOIRAM FOR PLAYING FOOTBALL By Abdoulie G. Dibba
Foroyaa: Published on Monday, 19 August 2013 Information accessed by Foroyaa from the CRR has it that 19 People from Boiram in the Lower Fulladu West District, Central River Region South of the Gambia have been arrested on Thursday 15 August 2013 after playing a football match. Sources revealed to Foroyaa that the youths after closing from work at their respective farms went to the field at 6:30 pm to train and while training, they were arrested and taken to Brikamaba Police station. According to sources, the youths after their arrest on Thursday 15 August, were detained at the Brikamaba Police Station and in the following morning (Friday) they were ordered to weed the police station premises.
According to sources, those under 18 years among the 19 arrestees were granted Police bail at the said police station in the sum of D200 and the rest were transferred to Janjangbureh Prison. The sources further clarified that 10 of the youth were released on police bail and 9 taken to Janjanbureh. According to sources, the nine who were taken to Janjanbureh are Musa Jawo, Mot Yama Boye, Muhammad Boye, Sait Boye, Jibel Boye, Dam Boye, Abdou Boye, Musa Jean and Talla Boye. When contacted, Commissioner Ebrima Cham the police commissioner of the Central River Region confirmed the arrest of the 19 people in Boiram; adding that they were arrested for the same thing as that of the people of Sukuta in Niani which is engaging in playing football. According to Commissioner Ebrima Cham, there was an Executive Order stating that there should not be any football match during the rainy season and he said these youths have disobeyed that Executive Order and as a result he said they were arrested, detained and charged for disobeying that Executive Order. Editor’s Note It will be interesting to know what particular criminal law the youths will be charged with because no person can be tried for an offence not known to the law. The prosecutor should be able to refer the court to the particular section of an Act which creates the offence and relate it to the facts of the case. Needless to say, section 24(5) of the Constitution states: “No person shall be charged with or held to be guilty of a criminal offence on account of any act or omission which did not at the time it took place constitute such an offence….”

The officers perhaps thought that the youths should have further training on farming whilst in custody

The Editors Note points out the obvious,it will be very interesting ,sorry about that; I have been using "interesting" a great deal recently,I do think that it is a suitable word in the light of current PUBLISHED administration systems modifications that MAY have or ARE taking place in the Gambia.

3 Footballing Youths CRR Released from Custody

Foroyaa has received reports that the last three youths who were detained on Monday, 12 August, 2013 at Niani Sukuta in the Central River Region (CRR), for playing football, were released on bail, 21st August. The three namely; Lamin Barrow, Jarumending Ceesay and Kang Fanday were detained at the Remand Wing of Jangjangbureh Prison.
The Captain of the Sukuta village team Mr.Lamin Kebba Ceesay who resides in Manjai kunda told Foroyaa that he was not there at the time of play adding that they did not engage in playing Nawettan football. He said it is a tradition to play a match on Koriteh day in the provinces. He said they were not out to deliberately flout the president’s order because their understanding is that the orders were meant to stop people playing Nawettan football. “Our understanding of the President’s order is that ‘no one should play Nawettan football’.
What this team did was just to play a match to entertain young people as part of the Eid (Korite) celebrations,” Argued Captain Ceesay. He argued that this is traditionally performed across the provinces every Koriteh but said it is different from Nawettan. He said no one has sponsored Nawettan this year because of the president’s pronouncement against it. Foroyaa had earlier reported that 22 young people were arrested on Monday, 12 August, 2013 and 19 of them were later released on Thursday, 15 August, while three among them were held. However, the police commissioner for CRR, Mr. Ebrima Cham, said the 22 people had defied what he described as ‘executive orders’ banning football in the countryside during the rainy season.

Await developments then,a court hearing? probably an adjournment ( case for mention only !)whilst the subject is discussed at a higher level. All will become clear in time I am certain of that. |

10 YOUTHS ARRESTED IN KUNTING FOR PLAYING FOOTBALL By Alhagie F.S Sora

10 youths in Kunting in the Sami District of the Central River Region (North) are reported to have been arrested on Tuesday,17th, September,2013 at a football field in connection with the pronouncement to ban Nawettan football in the provinces. In his Meet the People Tour this year, President Jammeh ordered law enforcement agents to arrest anybody found playing football during the rainy season. According to sources in Sami District,10 youths were reported to have been arrested while engaged in training at the village field.
The sources mentioned some of the names of those arrested as Mr. Morikebba Diban, Burama Ceesay, Kemo Ceesay, Jammeh Jatta, Amadou Tungara, Bunja Tungara, Mamadou Jabbi, and Bunja Jabbi and others. Efforts to speak to the Police spokesperson proved futile as he is said to be out of town. The arrests followed earlier but similar arrests in Jarume Koto in Sami and Boiram in the Lower Fulladu West district, all in the Central River Region.
