COULD UNETHICAL CONDUCT BE COMBATTED IN THE GAMBIA BY THE STICK?
Foroyaa Editorial: Published on Thursday, 04 July 2013
LET US TRY GOOD GOVERNANCEThe Gambia is a unique Country. Many outsiders would wonder how the people in the country are managing to survive. The salary of a Minister is 244,800 dalasi per annum or 20,400 dalasi per month; that of the Chief Justice is 483,000 dalasi per annum or 40,250 dalasi per month; that of the President of the Court of Appeal is 300,000 dalasi per annum or 25,000 dalasi per month; the salary of the Speaker is 204,000 per annum or 17,000 dalasi per month ; that of the majority leader is 95,040 dalasi per annum or 7920 dalasi per month; that of the Minority leader is 69,000 dalasi or 5750 dalasi per month; that of the Head of the Civil Service is 204,000 dalasi per annum or 17,000 dalasi per month; that of an Auditor General is 207,000 dalasi per annum or 17,250 dalasi per month; that of a Permanent Secretary is 115,776 dalasi per annum or 9648 dalasi per month; that of Inspector General of Police is 131,690 dalasi per annum or 10,974 dalasi per month; that of the Director of prisons is 101,000 dalasi per annum or 8,417 per month; that of an ambassador is 115,000 per annum or D8,750 per month; that of a Governor is 76,227 dalasi per annum or 6352.25 dalasi per month; that of a Director is 74,549 dalasi per annum or 6,165 per month; that of a principal of a school in the public sector 64,000 dalasi per annum or D5333 per month; that of a graduate teacher is 48,000 dalasi per annum or 4000 dalasi per month; that of a state Registered nurse midwife is 42,000 dalasi per annum or 3,500 dalasi per month; that of a state registered nurse 37,000 dalasi per annum or D3083 dalasi per month; that of a Community Health Nurse midwife is 30,000 dalasi per annum or 2,500 dalasi per month; that of an Enrolled nurse Midwife is 30,000 dalasi per annum or 2,500 dalasi per month; that of a Watchman is approximately 12,000 dalasi per annum or 1,000 dalasi per month; that of a cleaner is 12,000 per annum or 1000 dalasi per month; that of a messenger is12,000 per annum or 1000 dalasi per month.
All these people are supposed to maintain extended families because of the absence of social security payments for the unemployed. Suffice it to say, those who are referred to as successful Gambians are supposed to drive cars. A litter of petrol is now 56 dalasi. If 300 dalasi worth of petrol is bought daily, one would consume 9000 dalasi a month which would be more than the salary of the Majority leader. It is therefore obvious that officials make ends meet through allowances, workshops and other means that are locally called “TAFF TAFF” What a state should concentrate on is good governance which simply calls for running a government on the basis of laws, policies, institutions, plans and realistic budgets. Government would focus on the sources of revenue, quantify the revenue expected, aligned it with proposed expenditure, ensure that collections are properly done to meet targets and that the monies are utilised for the purpose intended. On the other hand, using the stick would only lead to the closure of the sources of revenue and economic contraction. Bulldozers are meant to pull things down. The bulldozing has taken place for 18 years. What Gambia needs now are leaders, who are ready to eliminate fear, enhance enthusiasm and ingenuity and lead by example to build the nation to guarantee liberty, dignity and prosperity to all.

The Minority Leader was getting the same salary as the Majority leader and if I remember rightly, it was D8,000.00 + D1,000.00 (constituency allaowance) making a gross total of D9,000.00 (1997-2002).
Kemeseng Jammeh of UDP was even getting more pay that Tamsir Jallow who was the Majority leader as Tamsir was a nominated member without a constituency and therefore not entitled to the D1,000.00 constituency allowance all elected members were entitled to.
The basic salary of an ordinary member of parliament in 1997-2002 was D7,000.00. The Deputy Speaker gets D10,000.00 while the Speaker earns D13,000.00
Foroyaa needs to explain why the current Minority Leader is paid less money than Kemeseng Jammeh was in 1997-2002. Also, if the current minority leader is not even earning D7,000.00 as per Foroyaa's figure (D5,750.00),that tells me that the basic pay of an ordinary member of parliament has also gone down from their 1997-2002 level. That really doesn't make sense to me. Why would that happen???
Something don't seem to add up here.

The essence of the report for me is the fact that it is hard for any worker earning between 1000 to 4000 to make ends meet when the cheapest bag of rice costs D1000, transport Brikama-Banjul is D20 (D40 per day), 6D for a loaf of tapalapa bread, D140 for a kilo of meat etc. Imagine how a family of 5 lives on the basic salary if at all they are employed, instead of trying to discredit Foroyaa because a minority leader was earning more in 1997 than what is reported above. I suggest you investigate and come with your figures of current salaries. |

Yes,Momodu. That is the objective but it is important that things are based on facts (I am not saying they are not but I have my doubt in respect of what they say the minority leader earns and I have stated why). Otherwise, there will be a credibility deficit and that can defeat the objective entirely. MPs pay are normally set by an Act of Parliament and I have not read anywhere that MPs have agreed to reduce the pay of the Minority Leader or indeed themselves.
Please send in Suwaibou Touray to clarify. He is an interesting fella.
