Foroyaa observed and covered in editorial that;
"It is interesting that while election campaign is taking place the National Assembly has agreed to have a session which is supposed to be addressed by the President. This is likely to boost the campaign of the APRC Candidates as radio and television focus on the Presidential address. There is no fixed date for this address to the nation and it should have been postponed until after the Local Government elections to enable a level ground for all the contestants.
Contrary to the announcement the address is not to open parliament. It is only under a Constitutional Monarchy that the executive as sovereign opens Parliament. Under a Republic the executive is not sovereign. Sovereignty resides in the people. The executive is in fact accountable to Parliament and holders of Public office are answerable to Parliament and must appear in person or through representation when they are called upon to do so by members of Parliament.
The address to the National Assembly is provided for by Section 77 subsection (1) of the Constitution which states:
“The President shall at least once in a year attend a sitting of the National Assembly and address a session on the condition of the Gambia, the policies of the Government and the administration of the state.”
One expected the President to go to the National Assembly without fanfare to explain the reason for the price rises, the recent shortage of gas oil, the terrible state of the ferries which could spell disaster any time, the load shedding of electricity, the malaise in the business environment, the decline of GGC in the groundnut sub-sector, the growing unemployment of the youth, the small salaries of low income workers, the inadequacy of public schools and the high cost of secondary education and so on and so forth. One expected the highlighting of the problems of the Gambian people and the policies to be implemented to address the problems.
