I didn't know where to post this,so I posted here!
I think what they mean by the following quote is,How can we find jobs for these youths and get them working in a productive way,am I right or do the quoted words mean something different ? although I am English and these words are written in English their meaning to me is very unclear and confusing,anyone else able to tell me exactly what the quote means?

It may mean of course let's have lots of dancing and enjoying ourselves at a multi cultural event,African style,Great!! Even if you are not a youth good fun anyway.
