ATTEMPTED JAIL BREAK AT MILE TWO COMMISSIONER MANNEH CLARIFIES

This reporter is reliably informed that inmates at the Remand Wing of the Prison on Saturday 27 October, attempted to escape by breaking through one of the toilet doors to make their exit. The information alleged that although no escape was made, the inmates destroyed bowls, spoons, plates, buckets, cups and any item they could lay their hands on. It was claimed but not confirmed that some inmates and prison officers sustained minor injuries.

The Prisoners are reported to have grievances. They are reported to be demanding for more hours of freedom from being locked in their cells to get fresh air as the cells are too congested and infected with bugs, ticks and lice; prompt and adequate medical attention when they fall ill, speedy trials, a change of diet to prevent the consumption of unpalatable meals, an end to detention without trial and poor sanitation and congested cells. This reporter contacted the authorities to get their own side of the story.

Mr. Manneh, the Commissioner for Prison Administration, in an interview with Foroyaa at his office yesterday, confirmed that there was an attempted prison break by some remand inmates, but it was peacefully contained by prison officers on duty before the arrival of soldiers. Commissioner Manneh said the incident happened when the prisoners were having their normal resting hours outside at around 14:00hrs, when some inmates attempted to break one of the toilet doors to escape to the prison yard. He added that the officers on duty used their tactics and skills to control the situation without having much trouble. He said no officer or inmate was injured during the fracas.

Commissioner Manneh said the attempted escape has nothing to do with prison conditions as the conditions there are of good standard. He denied that the cause of the attempted escape was due to detention without trial, bad food, poor sanitation and congested cells infested with bugs, cockroaches and rodents.

Commissioner Manneh said they provide good food and adequate medical attention at the prison as they have their own qualified medics and do also invite Doctors from the Royal Victoria Teaching Hospital (RVTH) to visit inmates on a weekly basis to check their medical status. He added that recently they have inaugurated a medical laboratory for prisoners funded by the Global Fund.

The Commissioner for Prison Administration further said that prisoners have never complained or demanded for change of conditions, because they have good standards in place.

On the allegation of detention without trial, Commissioner Manneh said they cannot take all prisoners to Court at the same time. He said Court appearances are only possible on appointments and they are there to facilitate the movement of prisoners that are on appointment to appear in Court. He added that the matter of appearing in Court is not their prerogative but the authority of the courts. He said there has never been an instance when they deny prisoners appearance when they are supposed to appear in court. He concluded that the prison authorities have no right at all to deny or prevent prisoners from going to Court.
