Difficult balancing act for everyone,however the people of Cassamance should realise that it is not possible for them to function as an independent entity which is what they would like as they have not got the resources so to do,how things will pan out I cannot imagine,maybe some settlement will be found with Senegal's new president Macky Sall at the helm,but he has other more pressing matters to deal with,only time will tell.

"Several names such as former president of FAO, Jacques Diouf, or the former health minister, Eva Marie Colle Seck, had circulated.
But it is mainly the desire to make a clean break with the past that guided the choice of the new president of Senegal, Macky Sall, who scored on his arrival his intention to establish full transparency at the top of the state and to fight against waste. "Obviously, appoint a technician is a strong sign of this desire for change," said the former chief of staff of Macky Sall, Aminata Toure.
Described by his family as a "rigorous man" and "respect ethical values," the new Prime Minister is also committed to conduct public affairs according to strict principles of good governance. "Obviously, before that, it will be an exhaustive inventory and decide, since everything is urgent," he said.

He has launched, in the 1990s, the first leasing company in Senegal and the first investment fund in West Africa. And in 2006 he made a nice capital gain by selling its shares in the Senegalese-Tunisian Bank he had bought in 1999 as part of a consortium.
His greatest pride, according to a close, it is the creation of the Foundation on Ethics Keba Mbaye - the name of his father. Known for his outspokenness, the first president of the Supreme Court and the Constitutional Council died in 2007 is still regarded in Senegal as a benchmark for moral rigor and independence.
Christine Holzbauer, in Dakar"
"The new Prime Minister, Abdoul Mbaye, appointed by Macky Sall, described by relatives as a'' rigorous man, competent and respectful'' of'' ethical''.
'' Abdoul Mbaye is polite man, but also someone rigorous. It is competent. It is rigorous in relation to himself first, and compared to other'', shows Iba Kane, a family friend for over 40 years.
Prime Minister, 59, is also someone who is'' very respectful of the values;of ethics and transparency in management'', Kane said, recalling that purpose, the Foundation Keba Mbaye on ethics , named after his father.
'' If he was not looking at the ethical, then why would it this foundation,'' Iba Kane asks who still describes Abdoul Mbaye as'' smart''.
Mr. Mbaye, who won the Open competition, also had an outstanding professional'' route,'' said Iba Kane, believing he could stay in Paris at the end of his studies, but chose instead to return to Senegal."
"The secretary general of the Front for Socialism and Democracy Benno Jubel FSD-BJ, mayor of St. Louis, Cheikh Bamba Dieye, is the only presidential candidate in 2012 to make its debut in the new government led by Prime Minister Abdul Mbaye, in the era Macky Sall.
Engineer by trade, Cheikh Bamba Dieye is also a member of the National Assembly. The post of Minister of Planning and Local Government is the first ministerial post of leader of the SDF / BJ.

'' The president Macky Sall is that its commitments facing the Senegalese people are respected. He had announced (during the election campaign) a maximum of 25 ministers. So there will be a maximum of 25 ministers,'' said Abdoul Mbaye in his first reaction as Prime Minister.

The thoughts of H.E. on the new man in Senegal:
"The new Senegalese president should know that his Gambian counterpart has always been showing a remarkable willingness to consult at all times with our sister Republic of Senegal. This is because he has realised that the two countries have much in common; in our past history, in our present problems and in our future hopes. The same virtues are also expected of him. "

SENEWEB TRANSLATED NEWS;
"Senegalese citizens found Thursday in downtown Dakar seem a cautious optimism in their judgments on the new government whose members are primarily expected according to them the first concrete actions that the new government should announce for better management of concerns populations.
Essentially, many of those interviewed by the APS welcome the choice focused on certain individuals, but others seem somewhat divided.
Citizens seem, however, unanimous in welcoming the appointment of banker Abdoul Mbaye as chief of the government, welcoming see in him a personality hitherto apolitical whose qualities could inspire his team to a neutrality expected of its members at this level of responsibilities.
On the different paths of the Independence Square in the heart of the Plateau business district and senior administration, the comments are underway regarding the publication of the list of the new Senegalese government.
The talks on the capabilities of a particular Minister is required, then the page turns on the emotions of the ceremony organized to arms in the square to commemorate the 52nd anniversary of the country's accession to international sovereignty.
In these places, the discussions are quite different on Thursday morning, even if the spirits have not quite forgotten the colors of the parade yesterday. Current affairs, debates revolve exclusively around the day of the 25 ministers chosen by the Senegalese Prime Minister Abdoul Mbaye to form the government of Senegal.
Found at the company where he works, a security guard who did not want to be quoted, welcomes the appointment of Youssou Ndour as new Minister of Culture and Tourism. '' He was given a position he is quite capable of managing,'' he said.
The ministers will be chosen at the height of the challenges the government is soon expected to provide solutions to address the concerns of the people, he predicted. Prime Minister Abdoul Mbaye took the men he must, he insists. '' Moreover, note that the guard, just having a new system relieves us''.
Amadou Ba, newspaper vendor, wants equally optimistic that the new ministers are well within the government places corresponding to their profile. '' All 25 ministers are responsible, including Youssou Ndour who has done much to Senegalese culture,'' Mr. Bâ slice.
He looked forward in particular that by the appointment of Youssou Ndour, has been demonstrated that there is now no need to do extensive studies for ministerial responsibilities.
Regarding the choice made by Macky Sall Abdoul Mbaye on to head the government, Mr. Ba said he was pleasantly surprised by the decision of the successor of Abdoulaye Wade. '' I expected him to choose a politician or a man known to all, he says. I liked the choice focused on the man of quality who can also claim a degree of neutrality.''
Oumar Diémé, responsible for supervision and quality in aviation, judge meanwhile that President Macky Sall has met its commitments by limiting to 25 the number of ministers. A detail in his positive, which has its importance.
'' Then we have a balanced government where one finds all the elements belonging to different coalition'' that supported the candidate Macky Sall during the last presidential election, says Mr. Diémé, fifties, watching his bus.
The new government appears "very balanced with a quarter of women," said he. Added to this, he said, a good mix of members of civil society and politicians, which is that "everyone has been placed according to their qualifications to carry out his department".
He added however that these first impressions to be confirmed later, when they take office. Which will enable citizens to judge by photographs, through their first actions. But, already,'' appearances'' seem consistent.
Amy Seck, a shopkeeper, seems to fit in the same direction. He said it is not yet possible to have a definite opinion on the new government as its ministers have not started the work expected of them by the people. '' In my opinion, says she heads out of his car, Youssou Ndour (for example) is able to manage his department as he may also miss out on. Have to wait and see''.
Arrested in the middle of traffic, the young teacher Seydou Diallo believes that the 25 ministers chosen are'' highly qualified'','' citing as examples'' Eva Marie Colle Seck, who found return mail (Health) hitch government after an experience (2001-2003). He referred to congratulate the choice focused on personalities as apolitical head of government Abdoul Mbaye.
'' We chose hard workers and I think they will match. I love the choice of Youssou Ndour as Minister of Culture, because it is the middle,'' says a little hesitantly, Loppy Adele, a young shopkeeper.
Sitting on one of the benches of the Independence Square, Ababacar Diagne, company director and business manager, quietly read his newspaper. Asked to comment on the choice focused on members of government, he commends the request but the team Abdoul Mbaye to tackle from now at work, if they want to face the problems of the country.
'' In this government, only Youssou Ndour I have a small problem. I do not see how a man who never was a minister may hold two ministries. Otherwise, for the rest, I agree,'' applauds the old Macoura Cisse, who sells sunglasses.
'' I'm a little retissant over the appointment of Youssou (Ndour, Minister of Tourism and Handicrafts). I wish it remains a private citizen, I do not see him capable of assuming this position,'' adds a seller of mobile phone accessories, under cover of anonymity." |

SENEWEB TRANSLATED NEWS;
"The government of Prime Minister Abdoul Mbaye, formed Wednesday, has 25 ministers including a dozen come from Macky coalition'' 2012'', which supported the candidacy of Macky Sall in the first round of the presidential election.
All coalitions that supported Macky Sall in the second round of presidential elections are represented in the government team whose list was read Wednesday night by Chief Cabinet Secretary, Seydou Gueye. Coalitions Bennoo Siggil Senegaal Moustapha Niasse, Bennoo ak Tanor Ousmane Tanor Dieng and the party of Rewmi of Idrissa Seck are entering the government. Civil society is also represented with the appointment of the artist Youssou Ndour at the Ministry of Culture and Tourism. The new government has 6 women. Aminata Tall was appointed Minister of State, Chief Cabinet Secretary, while the spokesman for the Alliance for the Republic (APR, in power) Seydou Gueye became the General Secretary Presidency of the Republic. Maxime Jean and Simon Ndiaye Abdou Aziz Mbaye be called deputy secretary general of the Government and Minister, Chief of Staff of the Presidency of the Republic."
"A new Minister of the Government of President Macky Sall, from the ranks of the Alliance for the Republic (Apr), is mixed with a history of manners. Our colleagues at the Observer described the minister as a man politician loudmouth. It was recently thrown out by his wife. The Minister has committed the crime of having made a girl pregnant who lives in the same neighborhood the same street as his wife. The Observer newspaper said the minister in question is a preachy before the Lord. Our colleagues from the question of "whether the investigation of morality still exists in this country.""
"President Macky Sall is to correct his former Wade in the government's disposal. Thus, in addition to 25 ministers, the man on March 25 appointed three ministers of state without portfolio.
Aminata Tall, Marième Badiane (National President of Women of May) and Amath Dansokho are appointed Ministers of State to the President of the Republic according Observer echoed by leral. The peculiarity of this appointment is that they have no portfolio. However all other Portfolio Ministers will report directly to the Prime Minister."
"The list of members of the government of President Macky Sall was published. But under that list many leading Macky Sall and allies are forgotten.
Some allies and supporters of President Macky Sall have been omitted from the list From Prime Minister Abdoul Mbaye. And among these are: Abdou Latif Coulibaly, Robert Sagna, Mr. El Hadji Diouf, Cheikh Tidiane Gadio, Oumar Dia Khassimou, Amsatou Sow, Djibril Ngom, Ibrahima Fall, Mr. Doudou Ndoye, Zahra Iyane Thaim, Jean Paul Dias, Imam Mbaye Niang, Pr Arouna NdoffèneDiouf in others. Maybe they will bounce back in some positions as directors or ambassadors. Wait and see! "
"They were fighting for the departure of Abdoulaye Wade. They also brought President Macky Sall to power by supporting the second round of the presidential election against Abdoulaye Wade.
Their involvement in the Movement June 23 (M23) first, then at the coalition "Bennoo Bokk Yakaar" brought to mind certain that these figures were included in the first government of President Macky Sall. But, at the finish, they were zappées for different reasons. None of them is designed on this list yesterday by the Prime Minister Abdoul Mbaye, in collaboration with the Head of State. Cheikh Tidiane Gadio Khassimou Omar Dia, Amsatou Sow Sidibe, Djibril Ngom; Diouma Diakhaté Dieng, Ibrahima Fall, Mr. Doudou Ndoye, Mor Dieng, disappointed candidates in the first round of the presidential election, are all forgotten.
This despite their support and their commitment, in the second round of the presidential election, to carry Macky Sall to lead the country. The dream, for some, to be rewarded with a ministerial post is gone, it seems, for those political leaders. However, these politicians are not the only forgotten to list. The former journalist Abdou Latif Coulibaly, the lawyer Mr. El Hadji Diouf, Robert Sagna, all coalition members' Bennoo Siggil Senegaal "are not either. Their coalition obtained only four Cabinet posts, these figures above have not had the chance to be appointed to represent their coalition. Landing Savane, Aissata Tall Sall, Khalifa Sall of the coalition "Bennoo Tanor ak" does not feature on the government list. The three positions allocated to their coalition is passed over their heads. Side of the coalition "Macky2012", it was noted the absence of Zahra Iyane Thiam, Jean-Paul Dias, Imam Mbaye Niang, Pr Arouna Ndoffène Diouf, among others. Among these "forgotten", some will find hideouts elsewhere ... " |

"Of frustration in the ranks of the Socialist Party (PS) after the formation of new government after the victory of their coalition in the second round of presidential elections! Indeed, members of this party are very angry against the Secretary-General of the Party, Ousmane Tanor Dieng. And for good reason, it did not consult anyone by offering Macky Sall names Serigne Mbaye Thiam, Aminata Mbengue Ndiaye and Ali Haidar. The newspaper L'As, OTD has not respected the tradition that all decisions are discussed in the Politburo meeting in advance. But this time, the Party secretary general who has used all its "discretion" to choose people without the approval of the Politburo. The source informed that the "process frustrates some level."
"Critics are already on the side of the opposition. The spokesman of the Senegalese Democratic Party (PDS), Babacar Gaye, finds that the President of the Republic of Senegal, Macky Sall, has not kept its promise of 25 members for the government. On RFM, he criticized the number of ministers chosen by Macky Sall. Returning also the postponement of the parliamentary elections, he said that "the Secretary General of the party, Abdoulaye Wade, has accepted the Macky Sall request to postpone the deadline for the organization of elections in 15 days. This decision stems from a renewed commitment of the President not to interfere Macky Sall in its governance. " For him, "Wade responded by Democrats and that is what is consistent with our vision so we're comfortable with about all this, especially if the meeting is dissolved under these conditions, the deputies will continue to pursue their mandate, even if the assembly is not sitting." |

"The distribution of government posts sparked a lively debate in Bennoo Siggil Senegaal. The leaders meeting on Friday was stormy. Mr. El Hadji Diouf, leader of the Workers Party and the People (Ptp), was particularly critical of Moustapha Niasse, and Abdoulaye Bathily which he said, have carved out the lion's share of the four positions given by the coalition the new president, Macky Sall. However, the lawyer noted, if Macky Sall won Kaolack, he says, it is thanks to him. Highly virulent, Mr. El Hadji Diouf has announced his resignation from Bennoo considering that it is a coalition that is other than "a conglomerate of old leaders.""
"As in other political formations, it growls like it is not possible within the Alliance for the Republic (APR). Many executives APR zappés get impatient and vocal for the president's box. Each explains the sacrifices he made and he deserves to be in a position "to serve his country." The protest was such that Macky Sall had, according to sources, convene a meeting last Thursday to 16 hours at his home in Window Mermoz. After listening to the recriminations of each other, they made it clear that under a lot of pressure, but he has to deal with national emergencies first. Then he will look at his party and provide jobs to those who deserve them gradually. But he added that people take for the words: "everyone can not have a job."" |

SENEWEB TRANSLATED NEWS;
"How much does a Minister of the Republic? A question that our colleagues Walf Grand Place attempted to give an answer. Be a minister, is to leave a place for another often much higher, in the imagination of Senegalese society. With that, the new minister changes standard of living, the wardrobe, or the vehicles, not to mention the office furniture and home to renew.
How to do it?
Former ministers under Wade explained under cover of anonymity to our colleagues Walf Grand Place. Indeed, after forming a new government, each minister has a new order worth 10 million francs to equip his home office in furniture, different from the basic salary of a minister who is 2 million CFA francs. The order of ten million is issued by the management of hardware and administrative transit (DMTA) which is under the Ministry of Finance. "In fact, it's not money that is given to the Minister. It's just a good whose cost is estimated at 10 million francs, "informs a former minister, member of the PDS. Thus, he continues, some ministers prefer to take a good fraction of the material to recover the rest of the order in cash. And it is often a deal between the minister and some members of the DMTA.
"Sometimes a new minister recovers 6-7000000 with these orders," says another former minister, who was "to raid the homes of some ministers to see what were these orders." In addition to these purchase orders, there are privileges that are mission orders and mission costs, which vary by destination, purchase fuel, housing, the phone line. All these expenses are paid by the taxpayer Senegalese." |
