"His Excellency Sheikh Professor Alhaji Dr Yahya Jammeh made these remarks Monday evening while addressing thousands of APRC militants and supporters in Farafenni as part of his 2011 ‘Dialogue with the people tour’. The Gambian leader is accompanied on the tour by a high-ranking delegation that includes cabinet ministers; APRC bigwigs, supporters and militants; heads of security institutions; religious leaders; ‘Yai-Kompins’ and some members of the Consular and Diplomatic corps in the country."

An unprecedented number of opposition militants from the main opposition parties in the country, notably the United Democratic Party (UDP) and the National Reconciliation Party (NRP) in the North Bank Region (NBR) District of Sabach Sanjal Tuesday afternoon switched their allegiance to the ruling Alliance for Patriotic Reorientation and Construction (APRC).

The defections took place during a well-attended meeting in Ngain Sanjal village, Sabach Sanjal District in the said region as part of the ongoing nationwide ‘Dialogue with the peoples’ tour.’ This latest in a string of opposition defections to the ruling party in recent times has been described as a “major blow” to the opposition camp barely four months to the November 24th Presidential Election . The composition of the defectors was very impressive, as it was dominated by women and youths. Most of the defectors are natives of Kataba Mandinka, Sabach Sukoto, Kinjo and Ngain Sanjal.

Even though the meeting was a non-political one, the defectors took the opportunity to declare their allegiance to the ruling party, and pledged “never to take a back seat” in the party [APRC] which stands to bring development to their doorstep. "


"Election
The Gambian leader also spoke briefly on the forthcoming presidential election. He pledged that any region with the highest voter percentage for the APRC in the election will receive a historic reward. He further stressed that it will be an exemplary reward that no president has ever done for his people. He continued: “I should not get up and ask you for vote. If you would observe every year I embark on a tour where you tell me your problems, and with the blessings of God I solve them; and you all know that I have solved many of your problems. But once in every five years, you are asked to assess whether the work is done good or not.

Election is very important because it reduces responsibility. What do I mean by this is that the forthcoming election will not be about whether Yahya Jammeh will win or not, but it is about voting for progress and continuous development, or voting for retrogression. If you want to understand what I mean, go and ask the people of Kiang West, or even nearer the people of Salikene. God has said in the Quran that if you are not grateful to a human being, then you cannot be grateful to God. North Bank [region] should be very grateful to my government due to the developments executed in the region.”

President Jammeh further averred that he is “leader who develops and not a politician,” while indicating that today there are countries in this world whose resources and means of development are greater than The Gambia, but they cannot even provide electricity in their capitals, as well as potable drinking water. “In The Gambia, even in the bush there you have electricity and water,” he indicated, while reiterating that the citizens should be grateful to his government. He recalled the enduring predicament of the people of the area who he said were without good roads.

“In my 46 years of life, I served Former President Jawara for 10 years and I had plied this road on many occasions. Then the road condition was in a very bad shape but today it is a different case. Today, you have a better road network.”

"The councils are preparing themselves to welcome the president. The Basse Area Council has allocated 200,000 dalasis to welcome the President and to support the July 22nd anniversary.

The National Assembly has allocated Three Million and Five Hundred Thousand Dalasis(3,500,000 dalasis) for the provincial tour of the President and Seven Million Dalasis (7,000,000) for the celebration of National events.

It is surprising that Councils are utilizing their meagre resources to finance July 22 activities and welcome the President.

In fact, section 6 of the Local Government Finance and Audit act states categorically that a grant in aid which shall not exceed ten percent of the capital budget of each council is to be given to each Council from the National budget to enable the council to operate decentralized services.

All the expenses of the tour of the president should come from the amount allocated for provincial tour.

As for July 22nd, it is obvious that it is the date marking the occurrence of a coup d’etat. A coup marks the overthrow of a government and an affront to the sovereignty of the people and the Republic. This is why those who were conscious of their sovereignty were at the forefront in calling for a return to Democratic Constitutional rule and put an end to rule by decrees by the Armed Forces Provisional Ruling Council and restore the sovereignty of the people and the Republic. Hence the day that Gambians should commemorate is 16 January 1997 when the second Republic came into being with the coming into force of the Constitution of the Second Republic.

We talk about a second Republic today because the first Republic was suspended as well as the sovereignty of the people for a period of two years.

These dates are therefore worth commemorating as National Events; 18 February 1965 as first phase of our attainment of the Right to self determination; 24 April 1970 as the second phase of the attainment of the right to self determination and Independence which gave birth to a Republic and the sovereign people of the Gambia; 16 January 1997 as the day for the restoration of the Republic and the sovereignty of the people after the coup d’etat of 1994.

We hope that a National debate will develop for Gambians to determine which National holidays are worth commemorating. "

‘Meet The people Tour’ of the President is a constitutional mandate for the head of state to embark on a nationwide tour at least once a year.

During the tour, Gambians are expected to highlight issues of pertinent to their livelihoods to be addressed by the government.


What however becomes evident is the outrageous politicising of this all-important constitutional exercise.

Worst still, is the usual threats issued by the head of state on the people, which threatens our democracy.

President Jammeh clearly told the people he does not care about elections because he did not came to power through the ballot box.

In his call for ‘exchange of vote with development’ campaign fashion, President Jammeh said people should decide to either vote for progress or retrogression. By progress he means his party, APRC and retrogression means the opposition.

There is nothing in our constitution that states that those who vote for the president should enjoy the development from the government.


Constitutionally speaking, the president should not have been politicking across the country when he is on a tour that is a constitutional mandate. He has all the rights to campaign.

He has his unalienable constitutional rights as a party leader who wants to go for another term, but he should not forget that he should not be the premier violator of the very constitution that he swore to defend.

If Jammeh deny people development for voting against him means he is abdicating his responsibility as a Head of State who swore to provide the needs of his people irrespective of whether they like him or not.

We expect Jammeh to revive and address the marketing problem of farmers produce as the sector is in complete shamble.

Unemployment is another challenge that forced thousands of youth to be roaming in the streets with little hope to live a dignified life in The Gambia.

We are with the belief that Gambian people deserve more than threats to vote for APRC government or support President Jammeh or to suffer deliberate development segregation, just for voting for their choice.

The Gambia being a sovereign nation with a sovereign people should not be seen as a personal property of any individual. Neither the opposition nor the ruling party would earn credibility from hoodwinking and threatening their people.

The regime should think of how to contribute to the enlightenment of the people, by encouraging all radio stations to broadcast or present any programme that will liberate the minds of the people.


The current government has not yet allowed dissenting opinions and divergent views in the state own media – GRTS. And radio stations that want to render service to the public either end up being closed down or face threats that would forced them to discontinue with any progressive programme they do.

Jammeh should honestly tell Gambian people how to take ownership of their nation than telling them to go for a give and take political game as if Gambians have no say on how to run and manage the country Mr. President, do not forget that all organs of government derive their authority from the powers of the people in whose name and for whose welfare the powers are to be utilised in accordance with The Gambian Constitution.

FOROYAA"It is obvious that the 1997 Constitution stands for the establishment of a sovereign Republic under which power is derived not from the barrel of a gun but from the consent of the sovereign people.

Instead of a National conference they established a quasi monarchical government known as the AFPRC which imposed its rule by decrees on the people. It is only through popular demand that they were compelled to return the country to its owners at a referendum which ushered in the Constitution of the second Republic on the 16 January 1997.

Why should we commemorate a day when the Republican constitution was suspended, freedom of expression suspended, the right to elect representatives put aside and many people taken into captivity with impunity?

Days to commemorate are 18 February 1965 when we attained the right to self-determination, 24 the April 1970 when the first Republic came into being and 16 January 1997 when the second Republic came into being."

FOROYAA Editorial : Mr President Are You satisfied With The Messages Delivered on Executive Platforms? Dialogue with the People Tour Transformed into Party Political Campaign!

"In a normal Democratic society state administration should be separated from party political activity. The state allocates funds from the monies of the tax payers for each executive activity.

One of these executive activities is the provincial tour of the President. A sum of 4.7 Million dalasi has been allocated for the provincial tour of the president this year' The constitution is clear on the mandate of the executive in conducting tours. Section 222 paragraph (15) of the Constitution states that the President shall undertake a nationwide tour in order to familiarise himself or herself with current conditions and the effect of government policies.

The Provincial tours are therefore meant for the President to know the conditions of the Gambian people and gauge the impact of Government policies. The tour should have been a non partisan tour and should have enabled people to speak to explain their concerns to the President.

Instead of Ministers listening to the concerns of the electorate and taking turns in answering questions and queries relating to the performance of their Ministries they were quick to say why people should vote for the President Jammeh on the 24th November 2011. They entertained people claiming to have gone astray in the past by supporting other opposition parties but have now found their way by joining the ruling party.

School children and state employees are induced to sing praise to the APRC and take part in caricaturing the opposition. Employees of GRTS are compelled to translate information that is derogatory to the opposition.

Now they are continuing to broadcast all the meetings again long after the Provincial tour.

The Constitution states that the state media should be opened to divergent views. However none would give coverage to the views of the opposition. This one-sided coverage of party activities is undermining the creation of a level ground for multiparty contest in the Gambia. This practice which makes GRTS a mouthpiece of the APRC should cease if the institution is not to be found guilty of showing gross disrespect to the letter and spirit of the Constitution.

FREEDOM NEWS Stop Press: Gambia: BASSE AREA COUNCIL GOES BANKRUPT!

"The Basse Area Council is unable to pay its staff salaries for the past six months—amid financial meltdown befalling the bankrupt Council, the Freedom Newspaper has gathered. The Council has been surviving on bank overdrafts for a while now, knowledgeable sources familiar with the situation confided to this news medium. It’s gathered that the Council is currently indebted to one of the banks in the sum of over D900,000 dalasi. And this was the Council that funded part of Jammeh’s “Dialogue With the people’s tour” when the President, and his entourage arrived in the Upper River Region."

As far as I can see this is the only report that I can find on this subject,if accurate,I am afraid that it shows that financial management of the council is non existant,H.E.'s “Dialogue With the people’s tour” and the expense incurred has had an effect on the council's budget,but D900,000 debt to a bank and its failure to pay its staff for 6 months is shameful.No local contractor would do any work for this council,why ? they would not get paid.
Invest in the area covered by Basse Area council ? not if you have any other option. NAWEC invested in BASSE with the result that:

"The project “has started to suffer” because most of the generators that were bought during the inauguration of the project have all been damaged, Hon. Bah said while citing his constituency, Basse, as one of the areas where the project has failed.
“Honestly, Basse is facing real electricity shortage and all of this is because of poor maintenance [of the generators by NAWEC],” he intimated, saying: “It was not even long we borrowed a generator that is now keeping Basse on light.”

Is there really any need to add anything further ?

Just one thing, the council might like to get in touch with the World bank and take advice from them:
