Kobo,
Yes a bye election should be held in wuli East.

If the presidential and parliamentary election from now would surpass more than the known three month/ 90days period, then Wuli East need a representative in parliament.

Foroyaa newspaper is right to bring this to the eye of the public. Thank you foroyaa.

Jayanfara. Not all UDP militants will appreciate your comment as they despise Foroyaa, P.D.O.I.S and its leaders Everything that came from them for the press and public sensitisation is totally rejected and hatred expressed However UDP appear demonstrating lack of interest; not sensitising, no representation and silent for By Elections as demonstrated from one held last yearRefer related Bantaba Gambian politics topic; In Sare Ngai by-election APRC, NADD to contest under http://www.gambia.dk/forums/topic.asp?TOPIC_ID=9893

LAST GENERAL ELECTIONS STATISTICS SHOWS NADD/PDOIS STRONGHOLD AND UDP DIDN'T BOTHER TO FILE CANDIDATES AT WULI AS FOLLOWS:-

1. REVIEW 2007 NATIONAL ASSEMBLY RESULTS UNDER http://www.iec.gm/files/images/NATIONAL_ASSEMBLY_RESULTS_TABLE_FINAL__2007.pdf

WULI EAST ELECTORATES 10,792 BALLOTS CAST 6,451 %TURNOUT 59.78% APRC 3,760 58.29% UDP - -% NADD 2,691 41.71% = APRC WON

WULI WEST ELECTORATES 11,646 BALLOTS CAST 7,032 %TURNOUT 60.38% APRC 3,134 44.57% UDP - -% NADD 3,898 55.43% = NADD WON

2. PRESIDENTIAL RESULTS UNDER http://www.iec.gm/files/images/Presidential_Elections_Results_2006_0.pdf

http://www.iec.gm/files/images/IEC_PRESIDENTIAL_RESULTS_2006__FINAL_.pdf

WULI EAST ELECTORATES 10,851 BALLOTS CAST 6,598 %TURNOUT 60.81% YAYA JAMMEH 3,468 52.86% OUSAINOU DARBOE 1,004 15.22% HALIFAH SALLAH 2,106 31.92%

FINALLY AS ALL ELECTIONS ARE VERY IMPORTANT AND CONSIDERING THE FACT THAT UDP IS MAIN OPPOSITION PARTY; THEY SHOULD BE AS ACTIVE OR MORE VIBRANT THAN P.D.O.I.S TO SENSITISE AND PRESENT ITS POSITION IN ANY ELECTION ISSUES, CONSTITUTIONAL MATTERS AND OTHER NATIONAL ISSUES FOR THE PUBLIC

Kobo,
There you go again, I am not endorsing or against anything I am an independent minded person capable of choosing who to praise and who not to when ever I fell like. Is that not the essence of Democracy? I told you count without number I am not one of those who hate a party like you.I belief in one Gambia in democracy.
You are the main hater of UDP thats why militants respond to your stuffs but UDP is a party of peace and welcomes all opposition comments.
As to the UDP saying nothing about by election in wuli, well are you telling me that Foroyaa is PDOIS? because if I could remember, your leader Hon. HALIFA said the two are different during the first years of the military coup when they were taken to court. If not then PDOIS ALSO said nothing as far as the by elections are concerned.
If they did can you tell me when and where apart from the FOROYAA report? I know the Foroyaa is PDOIS owned news paper but if the statement is more political than journalistic, then someone is lying to someone regarding the Foroyaa and PDOIS.
Brother Kobo UDP has no news paper to propagate but we are here endorsing and asking for a by election in Wuli East.

Janyafara. You can express your opinion with lame excuses but UDP has a role to address ANY NATIONAL (POLITICAL) ISSUE; especially elections, activities at parliament and constitutional matters as a vibrant political party

WHAT P.D.O.I.S IS DOING FOR CIVIC EDUCATION AND SENSITISATION OF GAMBIANS IN ALL NATIONAL ISSUES IS AN OPEN BOOK

Oh my brother save your breath and canvas for votes for your party. That is what counts and not mere missile firing. That would do you and your party no good.
Lets go to the polls and seek mandate from Gambians, that is what UDP has time for and what we aim to do to bring about credible democracy not lectures. You and I know vast majority of Gambians are illiterates so what is the lecture for? Are you a party for the educated Gambians or for the whole country.Political opposition parties need not to fire hatred missiles at each but find common ground to tackle a common goal for which their individual parties are formed based upon. And Kobo that is to remove the incumbent from power. your politics is always a politics of comparism between UDP and PDOIS. I have never heard you say or do anything that would help your party with votes like your fellow party members Momodou and couch Pa Samba Jaw.

A great party like the PDOIS does not deserve supporter like you

Janyafanra! SO COOL AND MANY THANKS ON"A great party like the PDOIS" THAT FACT IS NOT ACKNOWLEDGED BY OTHER FORUM COMMUNITY MEMBERS; ESPECIALLY SANTANGFARA/SOUNTOU, NYARINKANBANA/DAFFEH AND OTHER VOCAL ELITES LIKE MATHEW K.JALLOW; AMONGST OTHER ANTI-P.D.O.I.S AND ITS DYNAMIC LEADERS

Therefore my beef is to voluntarily (AS THE UNKNOWN UNDER-TAKER); set the records straight, defend any slander and smearing campaign against P.D.O.I.S and its leaders; for those intelligent elites denying credibility and showing dis-respect to those who are doing justice to our NATIONAL ISSUES; SHOWING GOOD LEADERSHIP IN ALL FRONTS PER EXCELLENCE

For your information also "SEPARATE LEGAL ENTITY" or "PERSONA" AT LAW COURTS; P.D.O.I.S is different from Foroyaa and N.A.D.D Get the legal experts to inform you or do further research Foroyaa is part of our independent press and plays a role for dissemination of information to literates. It is covering activities of all political parties; although its serving more for P.D.O.I.S because they are vibrant on the media propaganda to win hearts and minds; especially INTELLIGENT ELITES

I HAVE FORWARDED FACTS WITH REGARD TO PARTICIPATION OR ACTIVITIES OF BY-ELECTIONS (held last year) AND NOTHING WAS HEARD OF UDP; OUR MAINSTREAM OPPOSITION PARTY APPLYING OUT-PLAYING TACTICS IN THE GAME WITH OTHER STAKEHOLDERS, BRACING & CHEST POUNDING WITH "LARGEST" POPULAR SUPPORT; TOWARDS 2011 WHERE IS THE REPRESENTATION IF POLITICAL PARTIES ARE SILENT ON BY-ELECTIONS AMONGST OTHER POLITICAL ISSUES

PLEASE CONSIDER THESE CRITICISMS (i.e. EXAMPLES OF "VIBRANT POLITICAL PARTIES") AS CONSTRUCTIVE IN OUR NATIONAL INTERESTS; FOR ACCOUNTABILITY AND TRANSPARENCY

UPDATES ON THE STEERING WHEELS OF OUR POLITICAL PROCESS/BURNING NATIONAL ISSUES/CONSTITUTIONAL MATTERS WITH Foroyaa on-line news;

1. IEC FIXES DATE FOR WULI EAST BY-ELECTION - Press Release under http://www.foroyaa.gm/modules/news/article.php?storyid=6454

2. Editorial : IS THE WULI EAST BY ELECTION IN COMPLIANCE WITH THE LAW? under http://www.foroyaa.gm/modules/news/article.php?storyid=6457

NOTE AS QUOTED;"It is evident from this citation that the Notice must be published in the Gazette, but at the time of going to press this Notice had not yet been published in the Gazette. It is also evident that the counting of the days shall commence upon the publication of the notice in the Gazette, which cannot be done at the moment because the Notice has not yet been published in the Gazette. It is also evident that 30 days must elapse between the publication of the Notice and the nomination of candidates, that is, not earlier than 21 April 2011. Furthermore it is evident that a minimum of 10 days is required between nomination and election.

Hence from the perspective of Foroyaa, a minimum of 40 days is required between the publication of a Notice in the Gazette and the election. To do otherwise, in our view, will be to operate outside the law."

"Know yourselves, know your country, and the world. Then you shall be the architect of your own destiny. "Foroyaa

This is the preamble that underscored the diligent, steadfast and consistent approach that has guided PDOIS'S outlook and scholarship, in their quest to create the birth of a sovereign nation and a sovereign people.

It was therefore a surprise in the early parts of the eighties, I would believe, when Halifa deliberated in a pamphlet that the Gambia was in chains.

It was such a novel idea that the metaphoric use of the word chains, could not be conceptualize to connote the degree and severity to which our nation's health and well being has been compromised. And that the most fundamental principles that underlines our statements of intent as a nation, our Constitution, where either grossly violated and also poorly disseminated that most people were ignorant of its existence, or even to know about its contents.

This is our starting point. It creates the birth of our nation. This is where we subject ourselves to a constitutional arrangement, and establish the basis upon which rights and obligations, duties and responsibilities are assigned, and the manner in which we want to be governed is defined.

This is also, irrespective of the tribes we belong to and the belief systems that we uphold, where we surrender ourselves to appropriate power as an instrument of democratization. We also create the mechanisms in which we institute this power to defend the integrity of the state; and also to resist the denigration of the state's apparatus as a coercive force of subjugation.

This is the challenge that is central to any democratic struggle. And this is the challenge PDOIS has accepted to shoulder since from its inception.

It is this democratic appeal to better governance, the rule of law and social justice, that directs and dictates the minds of people who have a conscience, and who wants to make it a social as well as a political reality.

And it is such people who will keep the flames of enlightenment burning, and the springs of knowledge gushing, so that the people will know themselves; know their country and the world. And they will be the architects of their own destiny.

Rene

Foroyaa on-line Editorial: - ELECTION NOTICE YET TO BE PUBLISHED IN THE GAZETTE Will The IEC Comply With The Law? under http://www.foroyaa.gm/modules/news/article.php?storyid=6474

FOROYAA IMPORTANT POINTS HIGHLIGHTED BELOW:

  • "It was also indicated in the Editorial that the Elections Act demands that nomination of candidates shall take place at least 30 days after the publication of the Notice in the Gazette.

  • The publication is the starting point if IEC is to conduct an election in compliance with the law. Up till Thursday 24 March 2011, there was no notice of a by election in Wuli East published in the Gazette.

  • Furthermore, in considering the date for nomination wisdom demands that section 51 of the Elections Act be taken into account to allow for the withdrawal of candidates. This requires a minimum of 20 days between nomination and election; otherwise any withdrawal will not be in accordance with the law.

  • The public is watching to see if IEC will comply with the law. "

FOROYAA Editorial : THE IEC BREAKS THE SILENCE The Independent Electoral Commission has published its electoral calendar starting from 2011 to 2013: UNDER http://www.foroyaa.gm/modules/news/article.php?storyid=6518

EDITORIAL READ AS;"This entails the General Registration of Voters, the conduct of the Presidential, National Assembly and Local Government Elections. According to the Commission all of these major activities will be backed by a continuous voter education program.

The Gambian people should note that all the voters’ cards issued during the General Registration of Voters in 2001 and the Supplementary Registration of Voters of 2004 and 2006 will be invalid as of 1st May 2011. Hence those who have voters’ card in Wuli East in 2001, 2004 and 2006 should retain them to vote in the coming by election. However all cards will become invalid by 1st May 2011.

According to the IEC, “the 2011 General Registration of Voters will be conducted over a period of 42 days. It will last from 2nd May 2011 to 12th June 2011, all Saturdays, Sundays and Public Holidays inclusive.”

There is going to be 200 registration teams and political parties are invited to send an agent to accompany each registration team.

According to the IEC, “the role of the party registration agents is to observe and note down any observation for submission to their party. They must not interfere, disrupt or obstruct the registration process. They must not also influence, induce, entice any applicant for registration or coerce, threaten, intimidate and/or bar applicants from registering.”

After registration the list of voters would be displayed for scrutiny and those who have objections would do so and their objections would be heard by a revising court. The cost of the registration exercise is Sixty Five Million, Two Hundred and Ninety Seven Thousand Five Hundred and Six Dalasis and Ten Bututs(D65, 297,506.10). The IEC has strictly urged Gambians to desist from attesting for the underaged and aliens, adding that is a crime. He said “the Gambian voter’s card is exclusively for eligible Gambians,” Party agents should take note of those who are not qualified to be registered and cooperate to take them before revising courts and all those who attest to get them registered should be followed afterwards and prosecuted. This is the only way to minimize electoral fraud. Since voter education forms an intrinsic part of the electoral process all the crimes associated with election should be clear to all.

Finally it is now clear that Presidential election will not take place during the rainy season. The Chairman of the Commission states that Presidential elections will be held on 24th November 2011 to be followed by the National Assembly Elections in the first quarter of 2012 and the Local Government Elections a year later, in the first quarter of 2013.

All Gambians are equal in sovereignty. It is not anybody´s birthright to rule over others. It is the birthright of each Gambian who is competent to offer himself or herself for elections.

All should be interested in free and fair elections to ensure that those elected are truly the undiluted choices of the people.

The Wuli By election will be a good testing ground. Will Government vehicles and other resources be used to campaign for a party at the taxpayer’s expense? Will Governors visit polling stations when the law is specific on who is allowed to be at polling stations? Will they speak on political platforms in support of a party candidate against section 222 paragraph 13 of the Constitution? Time will tell."
SOURCE: FOROYAA

THANKS FOROYAA FOR DOING THE JOB AND BEING "MOUTH PIECE OF ALL OPPOSITION PARTIES" ON POSITIVE NOTE RATHER THAN P.D.O.I.S ALONE

FOROYAA HAVE PROVEN TO BE DYNAMIC AND FABULOUS ON NATIONAL ISSUES FOR SENSITISATION AND CIVIC EDUCATION; EVEN IF SEEN AS "MOUTH PIECE OF THE OPPOSITION"

THROUGH WORK DONE WITH FOROYAA AND BRAINS BEHIND THE SCENES, IT ONLY TRANSLATES WHAT P.D.O.I.S REPRESENTS AND ADVOCATE FOR A BETTER GAMBIA! THEREFORE THE ONLY OPPOSITION PARTY AND CHALLENGING JAMMEH'S GOVERNMENT AND APRC IN ALL FRONTS AND REPRESENTING NATIONAL INTERESTS BEYOND REASONABLE DOUBT IS P.D.O.I.S

WHERE ARE THE INPUTS FROM OTHER OPPOSITION PARTIES; ESPECIALLY OUR BY- ELECTIONS NRP HAVE NOT BEEN HEARD SINCE LAST YEAR WHEN THE LEADER ANNOUNCED A DIVORCE AND AGENDA? OVER THREE MONTHS THEY ARE DORMANT UDP IS ON RECORD FOR BOYCOTT OF LAST YEAR'S BY-ELECTION; WITHOUT ANY COMMENT FOR NON-PARTICIPATION AND STILL SILENT ON ITS DIVORCE WITH NRP; AMONGST OTHER IMPORTANT SENSITISATION ISSUES HOWEVER WE ARE YET TO HEAR ANYTHING FROM THEM IN WULI BY-ELECTIONS AND PROVING THAT THEY ARE READY TO TAKE A.P.R.C IN ALL FRONTS

LEADERS CREATE AND COMMUNICATE THEIR VISION, INSPIRE OTHERS, TACTICALLY IMPLEMENT STRATEGY AND CHAMPION CHANGE
