Public Sector Needs Reform – GIEPA CEO Monday, March 07, 2011 Fatou Mbenga-Jallow, chief executive officer of The Gambia Investment and Export Promotion Agency (GIEPA) said The Gambia’s public sector needs reforms. She made this observation Wednesday at Kairaba Beach Hotel during the unveiling of the GIEPA brand, presided over by Abdou Kolley, the minister of Trade, Regional Integration and Employment. GIEPA is the government investment and export promotion agency that came into being in July 2010 following the closure of The Gambia Investment Promotion and Free Zones Agency (GIPFZA). It is designed, primarily, to play a policy advocacy role to improving the country’s business environment. “For the public sector, we all recognise the need for reforms particularly in key areas like tax administration (especially at local level), administration of land for investment, business registration and access to international markets etc,” Madam Mbenga Jallow highlighted. Her views augment a recent World Bank report which rated The Gambia among non business friendly environments amid high business registration rates compared to other countries. However, GIEPA, with a mission to promote a more conducive environment, even minister Abdou Kolley believes its setting up represents a determination a on the part of government’ to build a strong export base and to promote private investment. “In 2010, the government of the Gambia took the wise decision to transform GIPZA to GIEPA. By setting up GIEPA, the government has thus restated its commitment not only to ensure investment flows, but also to build a strong base and ensure sustained support to MSMES,” he said. He added: “At the heart of GIEPA is a continued commitment to encourage, promote and concretize strategies for a private-led growth that creates wealth and generates employment.” Kolley however hastened to point out the need to ‘move beyond rhetoric and assert through deeds and actions, which he added, GIEPA must lead and demonstrate a willingness to address challenges through collective response. Meanwhile, GIEPA boss assured that the agency would lead investment promotion and facilitation, business and export development and as well as render support to MSMEs. “The agency’s advocacy role to improve the business environment would also be paramount as it supports the private sector through public-private sector dialogue and advocacy on issues hindering private investment and growth in the productive sectors,” Madam Mbenga-Jallow said.
