Nov 3, 2020, 11:03 AM Noah Touray, the secretary general and head of Civil Service has pointed out that it has come to the notice of his office that public officers come to work late and leave before official closing time.
According to a memo sent to all permanent secretaries, such attitude will not be accepted, adding that the heads of department should address this in accordance with General Order 12209 and Public Service Commission Regulation 46’.
“Heads of MDAs are hereby put on notice that His Excellency the President will henceforth be embarking on unannounced visits to MDAs and heads whose staff are unjustifiably absent will be sanctioned.”
“In the same vein, the Personnel Management Office is hereby requested to carry out routine inspections of MDAs in this regard and report any MDA found wanting,” Mr. Touray stated.

Former Interior minister has condemned threats to dismiss civil servants and ministers who are not supporting Barrow#8217;s political agenda, saying it is drastically impacting government performance.
#8220;It is very frequent to hear senior government officials threatening to fire civil and public servants for not supporting the political agenda of the NPP. This has now introduced serious pernicious influence in the attitude of public servants, drastically impacting on performance and service delivery,#8221; Mai Fatty told The Standard in a detailed interview.
Addressing NPP supporters on 10 November during the party#8217;s victory celebrations at the Arch 22 in Banjul, Tourism Minister Hamat Bah warned his fellow cabinet ministers and civil servants to support President Adama Barrow#8217;s political agenda or risk losing their jobs.
#8220;As in the days of the dictatorship, progress in the public service is once again seen to be based on political loyalty and not competence. Stability of tenure in the public service is once again under severe threat, just as in the days of the dictatorship. The old game in town is restored where a civil servant has to have a #8216;godfather#8217; to placate the president#8217;s inner circle or serve at your own peril. No wonder service delivery is poor across the board,#8221; Fatty said.
The GMC leader said instances where people are fired without due process or proper cause are becoming too common. Also, he added, there are increasing instances where people are being unconstitutionally hired.
#8220;These are all reminiscent of the dictatorship. The recent constructive dismissal of the Governor of the Central Bank, is clearly illegal, and contravened the Central Bank Act. The appointment of a successor was clearly illegal, against the law and undermined the autonomy of the CBG,#8221; he said.
He said the appointment of his successor Alkali Conteh as special adviser directly from the Public Service Commission is #8220;knowingly unconstitutional#8221;.
#8220;There are far too many instances of illegality that border on dictatorship, and contrary to good governance. Dictatorship is about a system of governance, not just jailing, torturing or killing people,#8221; he added.
The Barrow administration, Fatty stressed, has a very constructed, convoluted idea of what constitutes good governance.
#8220;For them as long as citizens exercise some modicum of free speech and association with reduced arrests, torture or imprisonment, there is good governance. This, to some degree exists in The Gambia, not out of the benevolence of the regime, it is imposed. This government dare not engage directly in the reprehensible practices of the past simply because as citizens we will not allow the government to cultivate such excess power. It has however manifested clear signs of dictatorship that must be mowed down before it grows out of bounds,#8221; he noted. |

Nov 3, 2020, 10:56 AM It is undeniable fact that employees both in the public and private institutions can be a company#8217;s great asset.
In today#8217;s ever-challenging working environment, companies are striving to gain a competitive edge by attracting and retaining the most talented employees.
Attitude to work forms a critical component to that regards. Attitude represents the beliefs, assessed feelings and behavioural intentions toward people, events or different objects. It refers to judgements and involves conscious logical reasoning.
It also creates a chain reaction and it starts from managers and leaders. Moreover, while a leader#8217;s attitude affects his or her team, employees#8217; attitude affects the organisation#8217;s customers and this can potentially have a negative fallout on the business#8217; success.
The office of Secretary General and Head of Civil Service has recently raised concern with the care free attitude of certain public officers, who are fond of coming to work late and leaving before official closing time.
The attitude by these public officers leaves much to be desired. Civil servants must change their attitude to work.
While many are in the habit of going to work late, some do not even care much about their work when they get there. This is a very unfortunate situation, and shows lack of patriotism.
We must understand that people are paid to work and by so doing, they are expected to work with total dedication and commitment.
In a recent memo sent to all permanent sectaries, the Office of SG condemned this care free attitude by these public servants and thus called on Heads of Department to address in accordance with General Order 12209 and Public Service Commission Regulation 46.
The Personnel Management Office has also been put on alert to carry out routine inspections of MDAs in this regard and report any MDA found wanting. Work ethics are important in any institutions. And set of rule governing work must be abided by.
Poor attitude to work always result to negative impact on productivity level of any institution. Nevertheless, an organisation or institution cannot prosper well, succeed, grow or even survive without adequately addressing the issue of poor attitude to work.

State House, Banjul, 4th November 2020: President Adama Barrow on Wednesday embarked on a surprise visit to various government Ministries at the Quadrangle which he said is not ‘a witch-hunt’ but a monitoring exercise.
Accompanied by the Secretary-General and Head of the Civil Service and the Secretary to Cabinet, the President visited the Personnel Management Office (PMO), the Ministry of Youths and Sports, Ministry of Local Government and Lands, Ministry of Tourism and Culture, and the Ministry of Finance.
At the PMO, the President tasked the Permanent Secretary to lead the efforts in instilling discipline in the Civil Service by encouraging punctuality and regularity at work.
‘’You are given a responsibility in a position of trust and discipline is something that you shouldn’t compromise.’’ He observed.
While inspecting the Records Office at the PMO, the President raised concerns about the safety of the documents and challenges in accessing them on time. Permanent Secretary Jawara was quick to say that they have already initiated the process of transitioning to electronic record keeping.
In all the offices the President visited, his message was clear, ‘’work for the interest of The Gambia and not for Adama Barrow.” He interacted with the staff and encouraged them to be disciplined, productive, and honest in the execution of their duties.
At the Lands Ministry, President Barrow engaged both the Permanent Secretary and Minister on the issue of land disputes. Permanent Secretary Sanyang, however, assured him that they are in consultation with the Justice Ministry to ensure the enforcement of court rulings in lands disputes.
Stressing that there is need to resolve pending land disputes, President Barrow said, ‘’We are in a democracy and the courts are independent. I believe the judgements delivered are right and must be respected.’’ He remarked.
The Lands Minister, Honourable Musa Drammeh used the opportunity to highlight some of the key undertakings of the Ministry including an online data system of all allocated lands in the country. President Barrow encouraged them to communicate more and continue with the good work.
At the Ministry Finance, the President was informed that they are working on the 2021 Budget with a focus on infrastructure development, Health, Agriculture, Education, and a huge cut on travel and related expenses.
Throughout the exercise, the recurrent issue highlighted by various Ministries is the need for office spaces. The President assured that the issue would be discussed in consultation with his Cabinet.
The Barrow Administration has undertaken a series of policy reforms to improve the Civil Service as part of the Civil Service Reform agenda, to ensure efficient and effective service delivery to Gambians. Therefore, the President urged the Civil servants to show a positive attitude to work to achieve the desired results in public service delivery. |
