This report although reported by the Point with great accuracy is composed by PROBABLY a lawyer as it is just an assemblage of words meaning ......What ? I certainly have no idea, anyone else know what it means ?

A total of nineteen middle staff of Social Security and Housing Finance Corporation (SSHFC) have been trained on report writing and presentation skills last week, at the Management Development Institute (MDI) in Kanifing.

Funded by the Corporation itself, the training targets to develop the capacity of participants and to equip them with required skills needed in writing effective reports and to improve their presentation skills.

Director General of MDI, Alieu Jarju said capacity building is a strategic need to make work easy, create awareness and to do things perfect. He said it also enable leaders to develop competencies and skills that can make them more effective and sustainable, which increase their potentials in various work.

Managing Director of SSHFC, Muhammed Manjang said capacity building is part of developing good skills and making sure that works are done well. He said maintaining a well-trained and well-qualified workforce is a critical function of both individual managers and public agencies. “Stakeholders should work and come together collectively and push for a better achievement,” he said.

Minister of Information and Communication Infrastructure Ebrima Sillah said the government is ensuring that the implementation of human capacity development is well established as targeted in the National Development Plan of 2019-2021.

Mr. Sillah emphasised that no office would function well if the management’s information processes is not well thought through and do not reflect on its strategic orientation that it wants to implement.

Rene Geoffrey Michael Renner, president of the Social Security and Housing Finance Corporation’s Pensioners Association, and Antouman Njie, a pensioner, both expressed disappointment and dissatisfaction on the non-payment of their drawbacks, allowances and increment of pension allowances as declared by the Minister of Finance in his budget speech to the nation. According to the duo, the Minister indicated in his budget speech that there will be salary and pension allowance increment for all civil servants and government pensioners effective end of January 2019. Mr Renner in an interview with this reporter, expressed the hope that the current management of SSHFC, will increase their pension allowances after series of engagement with them. “We are informed by management that our pension allowances will be increased but, we are yet to realise any development in relation to this,” said Renner. Asked whether a certain percentage has been promised as increment, Renner answered in the negative and said they are waiting to see what has been promised by the Minister of Finance, in his budget speech. He urged the Corporation to speed up the work on the pensioner’s wage increment as the market price for commodities has increased.

Antouman Njie, a pensioner who retired in 1988, expressed dissatisfaction with the Corporation for not paying their drawbacks and allowances since 2011. He said he can recall the increment of 2011. But that since then, there has not been any payment of draw backs or increment of in pension allowances. “Under normal circumstances, every three years, we should receive drawbacks and an increment of allowances. But since 2011, we have not been paid our drawbacks,” he said. Asked to shed light on their level of engagement with the authorities regarding their drawbacks, Njie said they have made series of engagements with the Corporation’s Management both before and after the change of Government; that during their last meeting with MD Manjang in 2017, they were told that the Corporation had no money to pay them their drawbacks. “When our association met Manjang, things remained the same. No results,” he explained. Asked to clarify further, Njie said there was no improvement in terms of when their arrears would be paid; that MD Manjang categorically told them that there was no money and the Corporation was trying to recover from bankruptcy. Njie complained that in 2018, MD Manjang approved 25% salary increment for SSHFC staff and 10% for their allowances while ignoring the drawbacks and increment for pensioners. He appealed to management to speedily resolve the situation, to enable them better fit in society.

In a similar development, another pensioner by the name Momodou Sowe, on Friday February 1st 2019, walked into the Office of ‘Foroyaa’ Newspaper to complain that the Salary and pension allowance increment indicated by the Minister of Finance in his budget speech, did not reflect in his January pension allowance. Sowe complained that Government did not pay them the 50% increment on their pension allowances for January.

As readers will recall, the Minister of Finance stated in the 2019 budget speech that there will be a 100% increment for pensioners in their allowances, starting January 2019.

Sowe said he was a cook at the Independence Stadium for many years, before he retired. According to Sowe since his retirement, they did not receive any increment, nor heard from the authorities until when the Finance Minister pronounced in his budget speech that civil servants will receive 50% whilst pensioners will receive 100% increment in salaries and allowances respectively. Sowe described the challenges pensioners are faced with as huge and rough; that Government should come up with solutions to provide pensioners with free access to transport, which difficulty they encounter every time they want to receive their allowances; that Government should provide pensioners with access to doctors at state hospitals free of charge, by issuing them with cards.

“We want the authorities to consider our welfare as pensioners since we are human beings like them,’’ he told ‘Foroyaa.’

"four-day training" I a sorry,if you are going to train people in anything is not enough for the complex functions that these empoyees are asked to perform in their daily work.

"capacitised" I can find no dictionary which can provide a definition
for this word.

Social Security and Housing Finance Cooperation, SSHFC, organised a training for 19 of its staff on report writing and presentation skills.
The four-day training was geared towards enhancing the capacity of the staff in order to help the company in its development aspirations.
Addressing the participants at MDI, Alagie Jarju, director general, MDI, said social security compared to other institutions is highly capacitised.

He called on the participants to make best use of the knowledge gained.
Mohamadou Manjang, managing director, SSHFC said the primary purpose of the training was to build the capacities of the staff “to move from being good to being great.”
Manjang said staff were not only trained “for the sake of training, but to focus on capacity gaps [of the SSHFC] and invest in those areas.”
He said with the knowledge gained, participants will perform better in their various fields.
“We need to build our capacity and make sure that resources are retained in the country. As an institution, our destiny is within our hands. If we do well, we will all do well for the betterment of the country.”

The Minister of Information, Ebrima Sillah, said the government welcomes “any initiative aimed at improving the capacity of the public servants.” He said this will help realise objectives of the NDP target.
He said the training will expose them [the staff] to the rudimentary concepts of managing their offices through better communication.
“No office will function well if management of information processes are not thought-provoking and do not reflect the strategic orientation of a ministry or department, ” he added.

He said looking at the “difficult situation social security found itself in for the past 22-years, the training serves as a great opportunity for a radical rethink on how offices are managed and run.
He reaffirmed his ministry’s “commitment” in supporting the social and other institutions in building the capacities of their staff.
He said: “…It is important for our people to be trained based on our realities. We can train our own people to implement the pillars of the NDP so that we will not have major hiccups in the process.”
