Vice President of the Republic – Hon. Ousainou Darboe Ministry of Information and Communication Infrastructure – Ebrima Sillah Ministry of Agriculture – Lamin N. Dibba Ministry of Foreign Affairs and Gambians Abroad – Momodou Tangara Ministry of Lands and Regional Government – Musa Drammeh Ministry of Trade and Regional Integration – Amadou Sanneh Ministry of Youths and Sports – Hadrammeh Sidibeh Minstry of Health and Social Welfare – Dr. Isatou Touray
Meanwhile Hon. Fatoumata Tambajang has been redeployed to the Foreign Service, while Hon. Henry Gomez is now Special Youth Adviser to the President of the Republic. Omar Jallow has been relieved. |

Two opinions are still contending. Some claim that the president was elected through the initiative of a coalition of parties, independent National Assembly members and representatives of civil society. To such people the President should have a cabinet reflecting the representatives of various stakeholders of the Coalition.
On the other hand, some are also of the view that once elected executive power resides in the President. He is therefore ultimately responsible for the outcome of the performance of the ministries and should have a freehand in approving or removing ministers.
The world however has moved to the third stage of subjecting ministerial appointments to parliamentary oversight. Hence, Presidents have the right to appoint, subject to parliamentary review of the record of the appointee to determine whether he or she is fit to be appointed to a ministerial post. In that regard, removal is not so easy.
Integrity is what matters in the discharge of public service. Equity in making decisions is paramount. The yardstick for determining performance should be transparent and acceptable to every reasonable person.
The controversy of the reshuffling of the Cabinet is due to people’s conception of President Barrow’s mandate as a transitional mandate. No press release has been issued to indicate that the Coalition no longer has any relevance to the President. However, the unilateral action taken to appoint and remove ministers without any reference to a Coalition tends to give the impression that Coalition 2016 is no longer a point of reference to the Presidency. Foroyaa will continue to monitor the situation in order to finally shed light on this burning issue.

I thank God Almighty for enabling me to champion the creation and success of Coalition 2016, which uprooted Yahya Jammeh’s 22 year dictatorial regime.
I thank all those who gave and continue to give me tremendous support, including H.E President Adama Barrow; my former cabinet colleagues; Gambian supporters in and out of The Gambia; and international partners, during my tenure in government.

You have to be a real expert scolar to unravel such a confusing language and be able to translate it into a readily understandable language that a normal person finds no difficulty with.

The Reshuffled Cabinet Must Deliver!
A Cabinet reshuffle is not fanfare or a picnic. Anytime a sitting president or prime minister reshuffles his or her cabinet it is because that cabinet is not performing as expected or desired. Hence the president would reshuffle the cabinet by removing some members, bringing in new members and rotating other members. Cabinet reshuffle is therefore an act and a process of refreshing the entire government in order to overcome inherent constraints and poor performance. Without saying it, it is clear that Barrow’s cabinet was severely constrained and underperforming since it was formed hence the reshuffling on June 29.
When Barrow took office as president on 19 January 2017 and constituted his cabinet, there have been several issues and concerns raised by citizens about his government ranging from poor delivery of basic social services, incidences of corruption and patronage, indecisiveness and abuse of power as well as the slow pace of system change. Many citizens took to social media to sound the alarm bell while others decided to protest on the streets or utilise other means to alert the president about the wrong path his government has been treading ever since.
Now it appears Barrow himself has noticed that his government is severely constrained in meeting its objectives and he has therefore decided to reshuffle his cabinet. For that matter, the reshuffling indicates that indeed Barrow understood that the bug stops with him; that he has to take responsibility to determine and control his government towards meeting national expectations. In that regard, it is important that we impress on Barrow that there are no more excuses for him. When ministers fail or underperform it is his responsibility just as when they did well he will take credit for that too.
I hope that with this reshuffling we will now see real system change in the government characterised by efficiency, responsiveness and accountability across the board. Pres. Barrow and his Vice President-designate Darboe indeed know where the Gambia came from and what experiences we encountered and how we got to where we are today. Hence with the two of them at the helm, there is absolutely no excuse why the government should not deliver.
If anything, we can confirm that former VP Fatoumatta Tambajang did not deliver as expected but served as a stumbling block to the progress of this government. Hence we do not expect the same from Ousainou Darboe. I do not see anyone in this new cabinet that has more capacity in every sense of the word than he. Hence as the second person in charge, his expertise, experience and competence must now show.
As Vice President-designate (since he has not taken the prescribed oath of office yet), Ousainou Darboe must be reminded that if President Barrow fails it is entirely the responsibility of the Vice President and the Ministers. The Constitution has stipulated in Section 74 that the VP and Ministers shall be collectively responsible to the National Assembly for any advice given to the president in Cabinet. This means the VP and the Ministers must tell the president the truth and give him good advice. This means if the president fails it is because the VP and the Ministers had failed in the first place to give the president good advice and guidance.
Therefore the failure of this government since January 2017 can be definitely attributed to the failure of the former VP and Ministers in the former Cabinet for failing to give good advice and guidance to the president. The current VP-designate was part of those ministers. They all failed to provide the necessary leadership, management and performance of their departments to ensure system change.
This reshuffling is therefore an opportunity for the current VP-designate and the Ministers to redeem themselves in standing up to perform their duties as stipulated in the Constitution. They must now realise that today they must not fail in giving good advice to the president. And where the president fails to adhere to their advice, the honourable thing they must do is to resign from their positions. Otherwise they bear responsibility for any failure by the government.

President Adama Barrow in a major Cabinet reshuffle has appointed Ousainou Darboe, the minister of Foreign Affairs International Cooperation and Gambians Abroad as Gambia’s vice president.
Vice President Fatoumatta Jallow-Tambajang has been redeployed to Foreign Service. She will be serving The Gambia as ambassador to the United Nations.
On the other hand, four ministers including Omar Jallow, known as O.J., minister of Agriculture, Henry Gomez, minister of Youth and Sports, Safie Lowe-Ceesay, minister of Health and Demba Ali Jawo of Information have all been relieved of their of their Cabinet posts. However, Saffie Lowe- Ceesay has been redeployed to foreign service.
The reshuffle also has Ebrima Sillah, the director general of GRTS appointed as Ministry of Information and Communication Infrastructure; Mambury Njie, Minister of Finance and Economic Affairs; Lamin N. Dibba as Minister of Agriculture; Momodou Tangara as Minister of Foreign Affairs and Gambians Abroad; Musa Drammeh as Minister of Lands and Regional Government; Amadou Sanneh, as Minister of Trade and Regional Integration; Ministry of Youths and Sports; Hadrammeh Sidibeh; and Dr. Isatou Touray as Ministry of Health and Social Welfare.
In a similar vein, President Barrow appointed Henry Gomez as Special Youth adviser to the President.
Mambury Njie, the new Finance minister has worked under Yahya Jammeh and got sacked when he advised Jammeh in August 2012 not to kill the nine inmates because The Gambia had just celebrated Eidul Fitr (‘Koriteh’). With that, he was sacked and detained at the NIA for several months before he was eventually pardoned by Jammeh. Author: Momodou Jawo

What I cannot definitely take in this cabinet reshuffle are two things:
1. Failure to raise the number of women but rather to further reduce women representation.
Barrow needs a gender lens and Dr Isatou Touray and Amie Bojang-Sissoho need to give him that perspective!
2. Bringing back two key enablers of the Yaya Jammeh Tyranny.
To add insult to injury is to hand over to them our two very crucial ministries: Finance and Economic Affairs and Foreign Affairs.
For 22 years Yaya Jammeh plundered our wealth and paralyzed our economy thanks to folks like Mamburay Njie while he also ******ized our international representation and image thanks to Momodou Tangara, both of who stood by him for so long!
What value therefore; what moral authority therefore; what technical justification therefore would Pres. Barrow have to bring back these two men?
This reshuffle must be reshuffled again to bring in more women and to eliminate enablers.

Like MANY readers of Bantaba in Cyberspace I am totally confused about political thinking and deem it unfathomable. 1. Barrow is making a statement and he needs to come out to the public to explain the rationale for this utterly incomprehensible action!
2. The Coalition is dead because only UDP and NRP remain in the government. All other parties are absent. What is the reason?
3. The appointments do not reflect purely national interest considerations otherwise why remove DA Jawo who has demonstrated his inclination toward system change, transparency and accountability.
4. What is the rationale for the appointment of individuals who have featured in the Janneh Commission or were Jammeh enablers or who have no know connection to their area of responsibility.
5. The reshuffle does not reflect a stance against system change, corruption and patronage.
6. The reshuffle confirms analysis and concerns that this government has never been well coordinated and well positioned and properly focused towards nation building.
7. The only good thing about this change is the change itself. Change is necessary to expose, revitalize, redirect and reinvigorate individuals and societies and institutions. Time will tell if it is a positive or negative change.
8. The reshuffling is however still limited as the cabinet is yet to be empty of politicians. If Barrow wishes to deliver on his presidency and leave an everlasting legacy he needs to ensure that his cabinet is purely and totally constituted by only appropriate technocrats of high moral standing and excellent track record in performance.
9. The reshuffle raises more questions, doubts and concerns for which Barrow needs to explain himself to The Gambia people. Is he showing muscles to demonstrate his leadership or is he driven by some other forces for their own agenda or is he pursuing some other interests?
10. In any case Barrow has a great opportunity with this change to further reform and refine himself and reposition his government better to assume its rightful role and deliver as expected.

STATEHOUSE, BANJUL, 29 JUNE 2018 - The general public is hereby informed that His Excellency, Mr. Adama Barrow, President of the Republic of the Gambia acting under the provisions of section 70 (5) (a), 71(4) (b) and Sections 70(3) and 71(3) of the Constitution of the Republic of the Gambia has made the following changes to his cabinet with effect from 29th June 2018: 1. H.E. Madam Fatoumata Jallow Tambajang has been relieved of her cabinet appointment and redeployed to the Foreign Service.
