Public Roads,This I can understand and MAYBE due to Compound owners being unaware that, "it is causing obstruction and is not in line with the traffic and NRA acts." (The laws of The Gambia ?) the PRO did not state the exact statues that refer to this,which would have been helpful if he had.
My very limited knowledge on this matter,which I am grateful for correction from Legal Eagles who know better than myself Compound boundries are to be 10 metres from Public Roads,which in many cases are SOMETIMES just DIRT TRACKS.

The Gambia Police Force has issued a press release calling on the people to stop the habit of erecting tires and pecks and placing big stones on public roads to avoid vehicles from getting close to their fences.
In a press release sent to this paper yesterday the office of the Inspector General of Police warns the general public, especially the affected individuals, to desist from such behaviour.

It has come to the notice of the Office of the Inspector General of Police that some people are fond of erecting tires, pecks and placing big stones on public roads to avoid vehicles from coming close to their fences.
This behavior is causing misunderstanding between the drivers, pedestrians and compound owners. Therefore the office of the IGP in collaboration with the National Roads Authority warns the general public especially the affected individuals to desist from such behaviour because it is causing obstruction and is not in line with the traffic and NRA acts.
The understanding and cooperation of the General Public particularly those directly affected is highly solicited.
