The normal procedure is for appointments to be done in writing and for those appointed to reply in writing. Those appointed cannot become ministers until they are sworn-in. The public should therefore wait for the process to be completed and inquire from those who do not occupy cabinet posts to give their reasons before drawing any conclusion.
