Mamudou Jallow, Ismaila Jeng and Lamin Cham all residents of Basse in the Upper River Region of The Gambia have expressed their frustration and concern over repossession of their lands and their allocation to others by the administrators of lands. They consider their plight to be beyond imagination since they have valid compound documents from Samba Jawo, the Alkalo of Koba Kunda. Speaking to this reporter, Mamudou Jallow, a young businessman in Basse, said he bought eleven empty plots from Samba Jawo. He indicated that out of the eleven plots, nine plots measuring 25m by 25m and two plots one measuring 20m by 25m and the other one measuring 21m by 30m have all been taken away from him.
He stated that to his surprise, he was told by Samba Jawo that the Department of Physical Planning has taken possession of the lands. He could not understand how the Physical Planning Department could take possession of his lands. He noted that he acquired valid documents for the land. He stressed that interestingly, one Saidou Jallow is erecting a structure in one of his plots.
According to him, Saidou claimed that the said plot was allocated to him by personnel of the Physical Planning Department in Basse. He therefore urged the concerned authorities to address the problem. Ismaila Jeng and Lamin Cham all expressed similar sentiments. According to them, their lands were allocated to others by the Physical Planning unit in Basse. They therefore urged the concerned authorities to intervene and solve the problem. This reporter approached the Alkalo of Koba Kunda, Samba Jawo, who confirmed that he allocated the said eleven plots to Mamudou Jallow, but pointed out that the lands have been re-allocated by the regional Physical Planning unit in Basse. This reporter approached Mr. Mafugie Hydara, head of the Physical Planning unit in Basse for his opinion on the allegation made by the said land owners.
According to Mafugie, his department did not take any land from the said complainants. He indicated that the higher authorities authorized them to demarcate the said area after a new road was created in the area. He pointed out that after demarcating the said area, 104 plots were allocated to Basse Manneh Kunda and 79 plots were allocated to Koba Kunda. He said out of the 79 plots, 12 plots were allocated to the former Governor of URR for allocation to civil servants. He said the former Governor allocated some to his drivers, cooks and other staff. He went further to say that out of the 104 plots allocated to Manne Kunda, some were allocated to the physical planning staff. But he could not however tell how many plots were allocated to them by the community of Manneh Kunda. When asked what the criteria for allocating land to civil servants are, he said if it is in the urban area, they issue land to people based on the applications received from the applicants. He said in URR, it is a higher authority, who would send a list containing the names of individuals he would allocate land to. He pointed out that all the National Assembly Members in URR and some area council staff were all allocated with a plot of land at the newly demarcated area. He said he cannot remember how many plots were allocated to civil servants, but pointed out that the figure is more than fifty.

The Governor of URR, Omar Sompo Ceesay, was asked whether there is a planning authority that deals with land matters, he said there is an authority but he does not know the criteria for land allocation. He however strongly urged the general public including civil servants to always acquire land using the proper procedures governing land allocation.

Some residents of Basse in URR are still expressing their concerns and frustration over what they called land re-entry and allocation and called upon the authorities to intervene and solve the problem before any future conflict occurs between land owners. Expressing his frustration to this reporter, Mamudou Jallow, a businessman said he bought a plot of land from the Alkalo of Koba Kunda, Samba Jawo and has documents but found one Basiru, a businessman, erecting a structure on the land. He said when he asked Basiru, he told him that he bought the land from the Physical Planning Office.
Sanou Jallow, also a businessman said he bought a plot of land from one Cherno Bora Bah, Imam of Koba Kunda but to his surprise, he found one Salieu Jallow who is also a businessman erecting a structure on it. When asked, Salieu said he bought the land from a physical planning officer. This reporter approached Mama Barry for his comment regarding his role in selling a plot of land on behalf of Lamin Jawara and Pa Ceesay and he confirmed that he was selling the said plots of land on behalf of the said two personalities. This reporter approached the CEO of the Basse Area Council, Mr Pa Ceesay, for his comment regarding concerns raised by land owners. He told this reporter that he does not know anything about the land issue, but was quick to say that the complainant can meet him to clarify matters. When approached, the former head of the physical planning unit in Basse, said he does not know anything about the said plots of land.
The head of the physical planning office in URR, Mr. Mafugie Hydara, declined to comment on the matter and instead referred this reporter to the Governor of URR, Omar Sompo Ceesay, who is the chairman of the regional planning authority.
