The Director General of the Public Utilities and Regulatory Authority (PURA), Momodou Jallow, Thursday informed the National Assembly Public Enterprise Committee (PEC) that they have some problems with printing of their activity reports and financial statements for submission to Parliamentarians.

Mr. Jallow apologized to the select committee on behalf of the board of the authority for their failure to appear, attributing it to internal failure.

“I would like to assure the committee that if we are given the opportunity, we would submit the reports because they are currently with the printer and will be due for submission early next week,” he said on 28th January 2021 when PURA appeared before PEC after the authority was re-summoned to present its reports.

PURA Board expressed their regret for failing to appear before PEC for the presentation of their activity report and financial statement for the year 2018 and 2019.

Mr. Alieu Ngum, Chairperson of the board, said PURA has been meeting the requirements of the committee in the past but failed this time around due to some problems. This include communication problem on the side of the authority.

“There have been serious lapses on the side of the management, they would try to correct them and I assure you that we will duly appear before this committee to present the two reports,” he said.

The board appealed to the select committee to give them until next Wednesday to reappear for the presentation of the 2018 and 2019 activity reports and financial statements. Thus, the committee resorted to a short stand down and the select committee and they consulted each other to decide on the board’s appeal, which lasted for few minutes.

Halifa Sallah, Chairperson of PEC, informed the media that PURA Board did indicate a level of seriousness which got the understanding of the committee members.

“The committee members are convinced that the words utilized did reflect genuine regret for what happened and genuine desire to accompany the committee to assist the institution to a greater viability and that is the purpose. In that regards, the benchmark is noted and that is by next week, the reports would be ready for PURA to submit and appear before the committee for presentation,” he said.

PEC questions PURA over claims of 4G

Members of the Public Enterprise Committee (PEC) of the National Assembly yesterday questioned the Public Utilities Regulatory Authority (PURA), whether there is real G4 internet in The Gambia.

Hon. Momodou Camara, the NAM for Foni Bintang, said he wanted to know if there is real G4 internet in the country. In response, the director of ICT at PURA, Nicholas Jatta, said as far as PURA is concerned, they have a guideline called “Guidelines for the Development of New Technologies” where they encourage innovation, encourage the introduction of new technologies in the country as it is very right for the citizens to have new production services.

He added that inside the development guidelines, it also indicates that any operator who wants to roll out any new technology, the said operator should consult the authority first so that they can do their technical analysis; consumer relate analysis, benchmark it to international standards before giving them letters of confirmation and the green light to start operations, which all the operators did before launching 4G in The Gambia.

Hon. Halifa Sallah, chair of the PEC intervened and asked the authority if they have any means of publication, so that one will know this is the service provider with the 4G so that any claim to 4G that has not received any certification will not be seen as a breach of the law.

Responding to that, Amadou Sowe, senior manager ICT at PURA, said the standards are set by the International Telecommunications Union (ITU), who determines what the technical specifications are for each of the technologies.

He added that if any operator wishes to deploy a service based on a particular technology, PURA uses those standards set by ITU to establish whether the said technology they are using conforms to the international standards which they did before launching the 4G in the country.

According to him, prior to the launching, all the required documentations were submitted to the authority to see if the technology conforms to international standards. All the operators did and that was when authorisation was given for them to install and operate 4G in The Gambia he concluded.

Halifa Sallah, the Secretary General and presidential flag bearer of PDOIS said The Gambia needs a system change. He said this on Sunday as his party unveiled their Transformative Agenda (TA 2021).

He said the people need services such as education, health, energy, transport and telecommunication among others.

“We need services and we need quality. We need affordable and accessible services. That is why we establish government,” Sallah said.

He said the government must build institutions that will supervise access to service.

He said the people also need security.

“We need safety and that is why we have security services,” he said, adding both civil and security services are needed for development.

He said we need to come up with the laws, policies, programmes, strategic planning and projects in order to make those services available, adding those are the knowledge base for building a state.

“PDOIS will create a mobile police force, transform the army into a production force capable of bringing about work. We need a productive service both civil and security force,” he said.

Sallah said the life expectancy in the country is less than 70 years, adding ‘many have gone before us and many will still go’.

The former minority leader mentioned that poverty is prevalent in the country at a rate of over 40% of the population. He said most of Gambians were born in poverty, lived in poverty and have died in poverty while leaving their families in poverty.

He pointed out that ignorance is a factor hindering the development of the country, adding this is what PDOIS has always stood to eradicate.

“Wherever there is ignorance, there cannot be progression,” he said.

He said no one should see himself or herself as a subordinate to any person or authority, but a sovereign person who has the power to elect their leaders of their choice.

He told the delegates that the current system desires to maintain the status quo which is to keep people ignorant.

System change, Sallah said, will help in improving the living condition of the people by taking them out of poverty. He explained that the poverty rate in the country is high and the current system cannot eradicate poverty considering their policies and programmes.

He said the country has a debt burden of over 67 billion dalasis and this increases every year since the current system relies on taxation and loan for the development of the country.

Sallah said the journey of PDOIS has been long because there are people bent on maintaining the system with the sole intention of not having enlightened citizens. He explained that people were made to believe that those who want to bring about change are satanic or opposition to the development of the country.

“We [referring to the PDOIS leadership] have spent all our life on the path of struggle to liberate our people from ignorance and eradicate poverty,” he said.

Sallah said the party persisted and eventually succeeded in 2016 in bringing about a regime change.

He said the system the party sought to change in 2016 made the people believe that they were powerless, hopeless and voiceless.

“Even though sovereignty resides in them [referring to the people], people still do not realise how powerful they are to vote or change any person or authority, but are made to believe that they are less important to their leaders,” he said.

He mentioned that on the 24th April 1970, the Republican constitution came into being and on the 16th January 1997 the current constitution came into being.

“The provisions therein provide that the people are sovereign and gave them the power to vote in their leaders, and to change them,” he said.

Sallah maintained that the power of the people as sovereign is supreme which no person or authority can take over.

“Through the power of awareness and organization, we can transform this country,” Sallah said.

He told the delegates that PDOIS owes no individual or company any obligations, adding the party members and supports are the people financing the party. He pointed out that unlike PDOIS; there are other political parties who would go to individuals to collect money from them for their use. He stated that such funding attracts string and thus, the receiving party would owe the funder obligation.

“Today, that refusal is yielding fruit. That PDOIS will not owe any obligation to anyone in the face of this earth. That only people would entrust us with leadership and defend their sovereignty. PDOIS will defend that,” Sallah said.

“We are conscious of our national duty. If you hate we will serve you. If you like us, we will serve you. We are here for services with no expectation in return,” he said.

He said the number of seats the party has at the National Assembly or the cabinet should not be used to pass judgment onto them, but the contributions they have made for the country, citing the contributions PDOIS has been doing trying to bring about a change of regime by utilising the power of the people through the ballot box which they eventually achieved in 2016.

The People’s Democratic Organization for Independence and Socialism (PDOIS) Congress delegates on Monday unanimously voted honourable Halifa Sallah as their presidential presidential candidate for the December 2021 Presidential elections.

Sallah will for the first time in his life contest as a PDOIS candidate. The party last contested in the 2001 presidential elections.

The congress is the second highest decision making body of the party and the Congress delegates are taken from all wards in constituencies countrywide.

PDOIS was founded with the aim of eradicating poverty, tyranny and social degradation 35 years ago. For 20 years, the party has not contested at any presidential elections and will for the first time after two decades participate under their ticket. The focus of the party in these past 20 years was coalition building to get regime change and they eventually succeeded in December 2016.

Halifa Sallah said what was achieved in 2016 was regime change with the intention of reform.

“The agenda was for reform. It was not a transformative agenda,” Sallah said.

The party came up with a Transformative Agenda (TA 2021) which is the party’s manifesto for 2021 Presidential Elections. TA 2021 seeks to bring about a ‘system change’.

In his acceptance speech, Sallah accepted the decision of the delegates for choosing him as the flagbearer of the party. However, he pleaded with the delegates to allow him serve for one term.

“If I am to accept your nomination, which I will accept, you will also accept that I don’t serve for more than 5 years as President of this country,” he said.

He said PDOIS will show exemplary leadership that power belongs to the people. Sallah stressed that the leaders of the country should show example.

“We will serve as example for others to follow,” he said.

He said power does not belong to the individual but to the people.

He added: “Why should we crave it to a point where we destroy property?”

“Power is not meant to oppress and coerse. It is meant to protect,” he emphasised.

He made the promise that if he is elected President of the Gambia and for months and years fails to add value, he will resign.

“We will be an example for others to follow,” Sallah said.

He mentioned that the task that lies ahead of him is a heavy one.

He said the 2021 Congress is meant to rebuild the party, all borne out of love for country and people.

The member of the National Assembly said “we could not enjoy life while our people continue to suffer in restlessness.”

He said none of them [referring to the founders of PDOIS] see office as a privilege, but duty.

He said they decided to establish a party when they were in their 20s adding when they were in their 30s and 40s a coup took place and those who were 29 took over the country. For 22 years of their rule, they are now in their 60s without the realisation of what they aspired for. He said this is why they stayed to accompany the people to achieve their desire.

Sallah reminded the people of his message in 2016 during the coalition’s convention held in the same hall when he mentioned he was only going to serve for 2 years if he was elected as a for the Coalition 2016.

He said he would not have changed his tenure from 2 to 5 years.

“I am convinced the example one can give in 2 years is sufficient to set the architecture of governance in this country,” Sallah said.

He enjoined the delegates and party supporters to maintain the politics with discipline. He said with perseverance the new journey seeking to bringing about a system change will be shorter.
