Recently, we ran a news story on government functionaries who are still said to be holding some D31 million government monies in form of unretired imprest. Here goes a list of more than 80 Gambians said to be holding the huge sum that is yet to be retired and spanned from the year 2007 to 2015. The discovery was made by the Finance and Public Accounts Committee (FPAC) of the National Assembly which came up with a report during its recent oversight functions. These names were submitted to the committee by the Accountant General’s Office. The committee later recommends that The Accountant General should ensure that all outstanding imprests are retired by the end of August 2018. Below goes the list:

It is very disheartening to know that some individuals and institutions are still holding public funds in form of imprest for more than eleven years at the tune of millions and in some cases hundreds of thousands of dalasi, when the country is getting poorer and poorer by the seconds. This tantamount to corruption and something needs to be done about the issue now.
The government of the Gambia must put its foot down and take the necessary measures and make sure that the state gets back what is due to her. The people holding these millions of dalasi must surrender these monies with immediate effect without any further delay if we are to make any meaningful development.
How can individuals and institutions hold over D31 million dalasi as government imprest without retiring them for such a long time?
Just to give a few names on the list of over hundred individuals and institutions as per the interim report of the Finance and Public Accounts Committee (FPAC) of the National Assembly of the Gambia.
The following are the few on the list who are holding public monies without retiring them since 2008: Mr Ebrima O Camara in 2008 under Miscellaneous has up till now not retire D1, 016,000.00, Mr. Brig Gen. Lang Tombong Tamba under Miscellaneous also since 2008 has not retired monies belonging to state at the tune of D1, 537,760.00, and Mr. Sulayman Samba of the Office of the former President Jammeh is also holding D1, 136,151.00 since 2008 and did not retire to date and Omar Gibba also of the Office of the ex-President is holding D1, 050,350.00 since 2008 and to date did not retire. These are but a few among the many names catalogued in the report.
The Daily News will come up with the full list of names and institutions who are still holding public monies as revealed in the interim report of the FPAC in the near future.
How can we as a country develop when public monies sit in private bank accounts for this long? And where is the financial discipline? This must be corrected if we are to make any progress as a country.
The Accountant General from the period 2007 to 2015 must be held accountable for this gross financial mismanagement in our public accounts. The guidelines in the 2016 Financial Regulations specifically sections 28 sub-section (5) states that “The Accountant General shall not issue an imprest to an applicant who, at the time of making the application, has in his or her name an imprest due for retirement”
However among the one hundred names of individuals and institutions discovered by FPAC some are repeated twice, which goes against the 2016 Financial Regulations. The question then arises why are such people allowed another imprest when they are holding imprest that was not retired?
The Daily News is holding government accountable for not taking any serious actions for this long only for the FPAC to discover. It is our ardent position that actions be taken immediately to fix the mess. We should ensure that all those monies are recovered by all means necessary as they do not rightfully belong to those having them. Unfortunately, some of the names listed in the report are already dead as we publish this edition of our paper.
