NAMs Ratify Gambia Qatar Agreement on Export of Labour By Isatou Bittaye 25-06-10 National Assembly Members on Wednesday, 23rd June 2010 ratified the agreement on the Regulation of Manpower Employment in the State of Qatar between the government of the Gambia and government of State of Qatar done on 5th May 2010 in Qatar.
Presenting the motion before parliamentarians, the Minister of Trade, Regional Integration and Employment, Hon, Abdou Colley said the agreement will not only strengthen the ties of friendship between the two states but it seeks to regulate the employment of Gambia Manpower in the state of Qatar. He said the two states have enjoyed good relations for many years and have signed several agreements. Minister Colley stated that the agreement will ensure that the Ministry of Labour in the State of Qatar and Ministry of Trade, Regional Integration and Employment shall lay down the necessary rules and regulations for the implementation of the provisions of the agreement. He said the agreement will enable Gambian workers to make their entire request to the government of Qatar through the Ministry of Trade, Regional Integration and Employment. He noted that the recruitment of manpower from the Gambia and its entry and employment in the state of Qatar shall be regulated in accordance with relevant laws and procedures that apply in the two countries. Seconding the motion, the member for Kombo North, Hon. Adama Cham said the agreement will strengthen friendship between the two states and regulate the employment of Gambian manpower in the state of Qatar. He stated that the agreement will benefit both economies and add value to experience of Gambians working in Qatar. The Member for Niamina East stressed the need to have foresight in order not to put Gambians into factories or companies where their employers will subject them to slavery. He said they as parliamentarians do not know the labour laws of Qatar and that they need to be careful of agreements they ratify. The Member for Kiang Central, Hon Babanding K.K Daffeh said the issue of brain drain need to be considered as the Qatari employers will ask for competent people with right qualifications. He further stressed on the need for security of Gambians working in Qatar, which he said needs to be look into. The Member for Banjul South, Hon. Baboucarr Nyang expressed concern on the condition of work and harsh treatment in the Middle East especially for African Women. He said the Gambia cannot afford to give its competent people to go overseas and work there. He remarked, “We need our intellectuals and cannot afford to loose them and be used in Qatar because if we do that we are not fair to Gambians,” Hon. Nyang noted that what Qatar should do is to help the Gambia export its goods and market them in Qatar but not to take its competent workers. Nominated Member, Hon. Seedy Njie stated that the agreement will not force Gambians to go and work in Qatar but that Gambians will go by their free will. He said Gambians will also be avail with the opportunity to know the type of work they are going to do because application forms will be sent to the Ministry of Trade, Regional Integration and Employment for qualified Gambians to apply. Hon. Njie noted that the agreement will create employment for Gambians and encourage youths to learn skills and thus reduce idleness and illegal migration. The Member for Wuli West Hon. Sidia Jatta said they are representatives of the people and should not be angry with what their colleagues have said because they are expressing the views and concerns of their people. He said the agreement is solid and that will not allow people to jump into the band wagon and go to Qatar like that but have to satisfy the employer before going. Hon. Jatta however stated that the category of workers and Labour Laws of Qatar should be known by Gambians going to Qatar to work. He noted that the Gambian Embassy in Qatar should be in a position to monitor the implementation of the agreement so that no party will violate it. Source: Foroyaa

I wonder exactly wht the Hon Member was thinking about here ? I fully agree with Kay when he writes:"There is great potential for disaster here..." BUT I doubt that there will be any public reports of incidents. |

| I don't understand why objection. It is an opportunity and no one is being forced to go. It is not like Gambia has better labour law/job market. |

Halifa Salah: PDOIS is however realistic. It is fully aware that the Gambian voters are yet to reach a level of political consciousness that they rely on to vote on the basis of Principles, policies and programmes and practices. |

| Prince thats why I think it's funny when they say Gambians are suffering and no jobs. The bradder is a job and means of killing time for them. Gambians take being a mechanic, welder or plumber etc as menial jobs so the problem is not jobs it is their state of mind thats corrupted..................................................Peace |
