"One prominent banker and entrepreneur once told me in the Gambia that "you must always avoid hiring close family members in the business; if you must then involve them as shareholders".

This is excellent advice based I suspect on observation of Gambian business,so often as the saying goes, Money is the root of all evil. if you employ family members then only employ those who are prepared to put their own money into the business ,taking a share of any profits without "working capital leaking away somehow", The other points that you raise are equally important. I really have my doubts as to how those involved in making the loans that you write about to "responsible individuals " what guidelines should be used here ?
SOMETIMES larger loans than asked for are given on the understanding that there is surplus money available for some other use ( No I will not explain further !)

"Simple is good" & I strongly dislike politics. You cannot defend the indefensible.

I am not criticizing the US. As a matter of fact, the United States has an examplary record when it comes to labour laws and the rights of individuals (speech, religion...etc) compared to other countries. I am pointing out a point of fact that not all temporary workers in the United States are "highly skilled and highly trained." It will help in this discussion to note that low skilled jobs are available in the most advanced economies. Perhaps Qatar could learn from those countries as well.

Unemployment back home has reached stratospheric levels. This is a welcomed effort in my opinion. Credit where its due...

Right, I understand Toubab. You know one of my good Toubab friends from Nashville, TN who sourjouned in the Gambia told me that the only times he is terrified is when someone in the Gambia called him Toubab . It is a privileged reminder of your limits as an outsider (with a deep pocket), huh?
My friends in Agriculture (FYI I have a lot of friends ) used to narrate with humor that when bags of fertilizers were distributed to farmers for use on their farms, surprisingly most end up selling them on the loomo (weekend market) for much needed cash. Or when cash loans were issued to purchase seednuts, or farm equipment; the money is often used for other things (local priorities) including taking a second wife.
I guess, the celebrated economist, John Maynard Keynes is right wnen he said that "in the long run we are all dead" (meaning pressing problems require immediate action).
