The model ? developed for education institutions in Africa ? links specific ICT infrastructure levels to student learning outcomes. It provides guidance on ICT planning and implementation for schools, colleges and universities.

A linked educatorsī guide enables the material to be used for training purposes. The paper is no.44 in the Development Informatics working paper series.
