Rassimian, if you have a serious buyer be carefully who knows it, watch the price go up, a whiff of money brings out the worst in people.
The land is yours, legal and above aboard, no question they cannot stop the sale.
Tax to Akalo, find someone local who can speak to the people in the area who will advise what you should pay, is based on the price you sell it for, or the price you bought it, or the price set for the past 12 months, ie council tax is set for a period of time.
i sent money to gambia last week, western union 40 dls to £1, hope that helps.
Did you find out what/where/who the muncipal office/rs are. i think people are thinking twice about buying abroad anywhere full stop. Look at Spain, Greece, Turkey, eastern europe the paradise, set up home for summer holidays for UK people not anymore, no buyers. Closer to Gambia look at Cape Verde, a lot of empty buildings there, that was gambia's main rival for distance, sunshine etc.
