Below is a tranlated version of an article from Senegalese newspaper Le Matin.
It was done in what is largely unprecedented in the history of African nations and Mauritania. For the first time, it is not the president who is involved in a corruption case but his wife, the first lady. A situation which explains, in many respects, the singular role she has had to play at the top of the government. Because, according to numerous testimonies, she is wearing the pants ... And rightly so! Today, the military junta and the Senate dub her, the fallen "president" .
The story goes back a few months, when for the head of the state, the cards have begun to blur. According to some indiscretions, the wife of the Head of State, Ms. Khatou Mint El Boukhary have begun to adopt unorthodox attitudes contrary to those usually known to wives of heads of state. From the environment of the palace to financial management, through to the workings of state services, everything has been in the monopoly of the wife of the Head of State Sidi Ould Cheikh Abdallahi. But what drew the attention of senators under the leadership of Mohcen Ould El Hadj to take a look at her charity foundation and put it under scrutiny by requesting the establishment of a commission of inquiry to verify the source of funds of that charity foundation, was the amounts of donations and other gifts that amount to several billion ouguiyas(Mauritanian currency). These senators numbering 7 had requested at that time, a special session of the Senate that would allow them to vote for the establishment of commissions of inquiry to browse the funds of the Khattou (FK) Foundation. Faced with the refusal of the government and the President, suspicions become large for the senators who took to task the President of the Senate first and then of the Republic. Advanced figures here and there, revealing more than 14 billion within 15 months since the ascent to power by Sidi Ould Cheikh Abdallahi, have been the main determinant that inspired Senator Mohcen and co. Questions emerging from all corners begin to pose how the wife of the head of state can be given the green light to manage certain funds or to profit from certain favours which could reinflate not only the cases of the foundation but enable her to wield control over state services.

CONTINUATION
Some sources question how the foundation is suppose to assist the victims of the city of Tintane plagued by flooding last year while the people of this city continue to suffer. This pretext was used to bring some donors to give huge sums to benefit the foundation. Other sources accuse the wife of the Head of State of being behind some appointments at the top of the state. We are familiar with the practice of Heads of State having a monopoly of the management and use of funds allocated to the Presidency but with the reign of Sidi Ould Cheikh Abdallahi, it is quite the contrary. It is the wife of the President instead. To interested observers, if in a year of management, her private account can accumulate up to 14 billion in a five-year presidential term of office, how much would this foundation? The Mauritanian citizens of Lambda are unable so far to understand how such a thing can be done while the people suffer and commodity prices rose exponentially.
The convening of a special meeting on 20 August by the chairman of the military junta to work for the creation of a high court and commissions of inquiry tomorrow is already a a bad omen for the presidential couple. The continued detention since 06 August of the deposed president so far, speaks volumes about the motivation of both the junta and parliamentarians. Moreover, the General chair expressed in the register of his priorities, the fight against corruption, mismanagement, security, establishment of true justice and the revision of prices of essential goods. In any event, the days ahead we will yield better explaination on the ultimate fate of the presidential couple. Khatou Mint Boukhary is responsible for the demise of her husband's reign. The revelations contained in the interview of Tandian Baba confirmed without unnecessary denial, that the intrigues of the ex-First Lady culminated in the end of her husband's reign. The woman had led her husband to his demise, nothing can be faulted on Sidi. It is true that he failed economically, but he had the opportunity to redress the balance. But unfortunately, the behavior of his wife and squanderings of Sidi and the family have meant that people saw some irregularities on the horizon. His wife was at the center, her daughter on the right," Said Tandian. Sources familiar with the situation have also made revelations that corroborate this. "The deposed president has sought chaos, introduced a power family, authorized the embezzlement and condoned influence peddling, and he had to end in this situation," said Mr. Ould Zamel in an interview with the press. Today, the theory is rife on the illicit enrichment of the former First Lady who in her personal account has a fortune of 14 billion ouguiyas(about 63 million US Dollars) in 15 months in power of her husband. The question is; was this enough reason for Senators to launch enquiries into her fortune? In any case, the revelations made by President Tandian Baba in the interview speaks volumes about the stranglehold of Madame Khatou Mint El Boukhary on the State and funds that land in her foundation. Mr. Tandian who was also received by President General on Wednesday August 13 in the afternoon for the purpose of an interview, has had other confirmation on what he said, and better, on the total imbalance that caused the former First Lady of the presidency causing malfunctioning of the state and its departments with Sidi's own supporters. The behavior of the former First Lady under him, had incurred the wrath of the military. "The wife of the head of state responded with insults or threats. And this is where things have degenerated to the military" he said. Will General Mouhamed Ould Abdel Aziz, the architect of the fall of both Taya and Sidi cure this behaviour by attending to this lady like milk on fire? But the drop that overflow from the pot is encouraging the dismissal of generals who consider themselves to be the saviors of a republic that has long suffered the agony of a desperate regime. Will Sidi Ould Cheikh Abdallahi have regretted to have such a wife at his side during his reign? To the people of Nouakchott, this especially for a woman who had left her husband for over four years and returned to him only during the electoral campaign. Who knows. |
