Yes the writer's name is Martin Klein. I will get more out of his works to share with members on the sereers and circumcision. Infact in Senegal Sereer female circumsion is called NDUUT. I am told it is like KASSEH BAA practised by the Jolas and Koroninkas where already circumsized men physically are taken back into the bush to be taught secrets and survival skills. The sereer (NDUUT)KASSEH BAA is normally done to a woman who is about to be a bride. The bride is held behind close doors and initiated by elderly women. Mind you, there is not physical initiation here. NO surgery is performed. Just lectures about the marital duties and live in general.
The small part of sereer who do female circumsion, i believe got it from their interaction with Kaabu. Klein did touch on that.
I am very busy this weekend but will try my best to bring in reliable information from scholars in that area later in the week.
Kellogg, Graham and the Crusade for Moral Fiber A remedy [for masturbation] which is almost always successful in small boys is circumcision...The operation should be performed by a surgeon without administering an anesthetic, as the brief pain attending the operation will have a salutary effect upon the mind...In females, the author has found the application of pure carbolic acid to the clitoris an excellent means of allaying the abnormal excitement.
