Pan-African Parliament Not In Financial Crisis - Says Sidia Jatta By Isatou Bittaye
The National Assembly Member for Wuli West, Hon. Sidia Jatta, has disclosed that the Pan African Parliament was not in financial crisis as alleged. Hon. Jatta said this at the National Assembly, on Tuesday, while giving his report on the 8th Ordinary Session of the Pan African Parliament, held in South Africa from the 15 – 16 October 2007. He said the session was held in compliance with Article 42 and Rule 28 of the Pan African Parliament, noting that rumours that the parliament was experiencing strong financial crisis were not true. He said the Finance and Economic Affairs Committee had made wrong spendings and that the parliament gave it the authority to resolve itself and debate on issues affecting financial matters.
The Pan African Parliamentarian said that the African Parliament symbolizes the willingness of African heads for integration. Hon. Jatta said all member states of the Pan African parliament are supposed to pay for their Committee members to attend sessions and Committee meetings, but that this decision has not been respected by all countries.
Sidia reported that during the session, they debated on five important motions, which included the need to protect the heritage and knowledge systems in the African territory, a motion presented by the member from Swaziland.
He said that other motions were the contentious issue of the U.S having African military bases in Africa and the issue of Pan African Parliament (PAP)sending a fact finding mission to Zimbabwe. Hon. Jatta said PAP has new members from Senegal, as a result of change of parliament; that PAP has five different caucuses from different regions and all members of ECOWAS are members of the Western caucus.
Sidia informed the National Assembly that PAP also elected Alhagie Malick Yakoub of Ghana as the deputy Vice President in a contest with a member from Burkina Faso. He added that PAP also got some vacancies in the Education Committee and two vacancies in the Finance and Economic Affairs Committee. Sidia said that there are ten committees in PAP and all were engaged in drawing their action plans.
In seconding the motion, the majority leader and member for Serrekunda East, Fabakary Tombong Jatta, said it is expensive for member states of PAP to pay for members to attend committee meetings and sessions. The Serrekunda East member said PAP is a very important institution and various issues are debated at sessions which are important and all Gambians should know them. He said the motions debated at the sessions are very important and is good for Africa to protect its heritage and knowledge. Other members also applauded the importance of the report which was finally adopted.
