ECOWAS-INWENT Meeting In Progress
By Sarjo Camara-Singhateh

The Economic Community of West African States (ECOWAS) and INWENT (International Capacity Building-Germany) are holding training on conflict analysis and data management, which is an activity within the framework of the partnership between the ECOWAS Commission and Capacity Building International, (INWENT). The meeting is taking place at Paradise Suite Hotel from 29 October to 3 November 2007.
Delivering his opening statement, the Secretary of State for Trade, Industry and Employment, Mr. Abdou Colley said the meeting is the first of its kind since the inception of ECOWAS-INWENT partnership. He said as host of the meeting, they are pleased to host the participants and that they wish them a fruitful deliberation.
Mrs. Florence Theme, the Programme Manager of Early Warning Department. said progress had been made by the community since the introduction of peace and security into the original mandate of ECOWAS in the revised Treaty of 1993".
She further stated that both the 1999 protocol relating to the Mechanism on conflict prevention, resolution, management, peace keeping and security and its supplement of 2001 details the structure, and modus operandi of the community on issues of peace, conflict and related areas on democracy and good governance.
She added that the commencement of the application of these legal instruments in 2001 has consistently underlined the importance of capacity building in this very dynamic section of ECOWAS operations. “By extension, ECOWAS partnership with INWENT, an organisation which has enormous expertise in building capacity for development is most valued by the commission” she stated.
She said the office of the Commissioner for Political Affairs, Peace and Security has collaborated with INWENT since 2002 when INWENT invited ECOWAS to participate in a six weeks course on conflict prevention. “The importance which both organisations attach to our partnership is demonstrated by these courses over a two-year period (That is 2002-2003) as well and INWENT’s reflection of ECOWAS input to the programme’s mid-point evaluation,” she said.
She pointed out that this initial training for English speaking staff is the first in a series of three to be administered between 2007 and 2008, and is targeting personnel involved in the operations of the ECOWAS Warning and Response Network.
Speaking on behalf of INWENT Mrs. Sonja Vorwuerk-Halve said her institution will give the necessary support to ECOWAS as both have a noble role to play for humanity. He highlighted the different capacity building programmes INWENT is conducting around the Globe. The meeting was chaired by Mr. Mousa Dabal of ECOWAS Zonal bureau in Banjul. He also expressed similar sentiments and wished participants fruitful deliberations.
