News from The Point in Banjul has it that Mr Kawsu Ceesay of the Independent Electoral Commission - IEC is dragged to court over allegations of signature fraud case. The case involves a sum of D6 Million claimed on the purchase of electoral equipment. For an election dastardly conducted by the IEC, it is amazing that they ever used any good tools to ensure orderly process.

What has happened to Tender procedures as enshrined in the Financial Instructions commonly called FI.

Who writes cheques, and who is the custodian of these blank cheques, where is the Internal Audit Units roles in self policing. Amounts of this nature should always require a second signature and the internal management systems should have detected this almost immediately the accounts of the Commission have been debited and not now. Dont they do bank reconcilliations, dont they produce management accounts, cash budgets and cash flow statements? This is a joke.

Public funds dont just disappear in thin air. The paper trail must be there and some people must have looked the other way while this cheque quietly flew across their desk if it did infact occur as alledged.

I have my doubts if there are not some other motives. Well, let the system sort itself out. I am not paid to do the job so why worry.

I dont know anything about it. I just read it on bantaba but common sense tells me that public systems have safeguards in place. Unless people look the other way and refuse to enforce rules then those rules are as strong as the will of those charged with enforcement. Besides there are both Minor and Major Tender Boards depending on the amount of expediture within the Ministry of Finance unless if that has been abolished now.

Well if one person can sign a D6million cheque and go unnoticed, then lets get packing. I just dont know what to believe.

Well at the Alkalo's residence we have sour milk and NYELENG. We need electricity in Yoro Bawol. Can Madiba help?

Right from the day these military bandits laid hands on the keys to our financial houses, that was it. Jammeh and his band don't believe in systems. Because of such lack of system by twinkle of an eye Jammeh says let there be a new ministry of higher education and it has come to be. Can anyone remember if this was mentioned in the last budget ? Kond, this will explain why/how it was possible for a one man signature to lift a colossal sum of D6Million from the budget of IEC.

Even if such a Ministry had not been budgeted for, Government can always come up with what is called a Supplementary Appropiation Bill usually done to authorise unforeseen expenditure but which must be approved by Parliament.

I am not sure if parliament received such a bill to authorise expenditure. Parliament can refuse to authorise certain expenses and this is one of them. That is why there will always be firings because systems create the environment for abuse by individuals.

I think the problem is enforcement of systems rather than their absence. Safeguards are in place but implementing it is another.

The environment to enforce systems has been hijacked and as such one person holds everyone at ransom. Even how you deliver the mail is one way or the other influenced by this authority. Systems allow autonomy and authority to amend procedures as they go along, but where such authorities have been seized, one man, hiding behind an "authority from above" can get away with murder before you know it.

That’s why impersonations are now very common because the authority from above is never known but undoubtedly wields so much power that no one has ever dared to find who this "authority from above is". You will never know.

However in well-defined systems, such authorities are the laws and regulations, which every member of the system has access to and is interpreted in one way so that ambiguity is avoided.

Its systems that work not individuals. Unfortunately firing changes nothing unless the systems change. The two are different. Individuals are part of a system but the system is not part of individuals.

You've hit it. There may be a system by design but not in operation. Mansa Yahya can beat his fat chest and declare that he is DA SYSTEM. Something interesting you brought. When the authority is present everywhere but so invisible, anyone can claim acting by authority. The fact that a single signature is enough to role that amount of D6Million is enough to explain that. Put another way, there may be a design that government sells out to development partners as fulfilment of protocol. When they (government) shut the doors they lock up the entire system. Even the recent automated accounting being talked about could not be that efficient to catch the thieves. Much easier if is part of a chain work. All of it is big drama with interesting characters changing roles.
