He was Assistant Commissioner in LRD by 1965 and graduated from Queens University in Political Science and then at Oxford in Public administration.

I cannot remember this name in Public Service a well educated guy by 1965.

Why did he not fill one of the more senior posotions in Government given the fact there were atleast 50 foreign advisers heading departments.
