HALIFA SALLAH MEETS THE PRESS "Our Major Drive Now Is to Make the Alternative Visible"

The Secretary General of the People's Democratic Organization for Independence and Socialism (PDOIS), Halifa Sallah, in a press conference held on Saturday, 20th October 2012 at the People's Centre explained the intention of his party to serve as a credible and visible alternative.
"In my recent trip to Senegal, it has become apparent that Gambia is deemed to be a country without an internal opposition that could serve as an alternative. I am holding this Press Conference today to put an end to such a distortion of the political realities of the country," asserted Halifa Sallah, the Secretary General of PDOIS. The PDOIS Secretary General, speaking before journalists, revealed that the PDOIS party came into being in 1986 and has proven by all standards that it is a credible alternative. He argued that they have given concrete facts on the deficits in liberty and prosperity. He said his party's primary role is to increase its political weight by heightening its visibility and showing what it is doing on a daily basis to promote the interest of the people. Secretary General Sallah stressed that all Gambians know the relevancy of PDOIS in the country. He argued that no single Gambian has ever disputed that PDOIS is relevant. He argued that PDOIS' effort to promote truth, Justice and awareness has given it political weight but that weight he said, is still light compared to the weight that could be derived from the support of the people. He further argued that in order for a political party to have weight it must also have the support of the people. "It is not enough to support the progressive ideas that the party has always been promoting but it is also necessary to build up its support base so that it will speak with the voice of the people. This is now the primary objective of PDOIS," he disclosed. However, he said it would link with all other representatives of the people of other African Countries to promote the liberty and prosperity of the African people. He said it would also link with all other peoples of the world and their representatives to promote universal liberty and prosperity. He asserted that the first task to be achieved in order to enhance PDOIS' political weight is to unite with all political forces to promote electoral reform in the Gambia. According to Secretary General Sallah PDOIS' minimum programme for electoral reform includes, restoration of second round voting, leveling the ground for multiparty contest by eliminating all abuses of incumbency and all unreasonable restrictions to participation as a voter or as a candidate, the extension of the right to vote to the Diaspora, the establishment of a term limit for the presidency to two five year terms, free access to the media by all parties and free dissemination of divergent views by both state and non state media as well as the Introduction of biometric system of registration and the paper ballot. "PDOIS stands for interparty collaboration, especially with the group of six, to achieve the main tasks for electoral reform and fully endorses the Jesse Jackson initiative and would collaborate with all stakeholders to promote the initiative if endorsed by the Gambia Government. Below is the statement made by the Secretary General of PDOIS. STATEMENT OF THE SECRETARY GENERAL OF PDOIS AT THE PRESS CONFERENCE FOCUSING ON THE ALTERNATIVE PEOPLE'S CENTRE, 20 OCTOBER, 2012 A genuine democratic society must have a government in office whose existence must be based on the consent of the people and a government in waiting that could serve as a credible alternative. In my recent trip to Senegal, it has become apparent that Gambia is deemed to be a country without an internal opposition that could serve as an alternative. I am holding this Press Conference today to put an end to such a distortion of the political realities of the country. PDOIS is older than the current Government whose foundation was laid in 1994. PDOIS came into being in 1986. It existed for a period of 8 years under the PPP administration of the first Republic. PDOIS operated without authorization from 1994 to 1996 when the Republic and its institutions were suspended and was re-registered in 1996 when multi party contest resumed. PDOIS has existed for a period of 16 years under the APRC and has proven by all standards that it is a credible alternative. We have given concrete facts on the deficits in liberty and prosperity. THE ECONOMIC SECTOR We have identified that over 1.6 billion dollars is traded in the currency markets of the country annually without any visible impact on the four fundamental pillars of the economy, namely , public sector investment, private sector investment, Cooperative sector investment and Informal sector investment. This is why we refer to the Gambian Economy as a transit economy. Monies appear to be leaving the country as fast as they enter rather than nestling in one sector to generate economic growth and employment. As late as the 1999 financial year, the APRC administration used to indicate the annual gross turnover of public enterprises and their contribution to the budget which amounted to 82Million dalasi. Now dividends from public enterprises are recorded as zero. A PDOIS led government would ensure that the annual turnover of public enterprises is scientifically calculated and made known to the public as a matter of duty and that performance contracts would be signed with all public sector operators to ensure that dividends are scientifically calculated and increased on annual basis to build up the account of sovereign National Wealth. PDOIS has further emphasised that many countries rely on royalties and dividends from oil. mining and exploitation of other mineral or natural resources to consolidate a stock of sovereign National Wealth which is utilised for public sector investment into infrastructural development and to reduce or manage a country's debt stock. In the Gambia earnings from mineral resources have been elusive . PDOIS intends to make these earnings transparent and instrumental in promoting public sector investment. The Private Sector has been identified as the driving force of the Gambian Economy by the APRC Government. The PDOIS as shown that banks invest more to gain profit from the redeeming of Treasury bills that from private sector operators. The direction of financing is more towards commerce than the value added and employment generation sector. Even though Gambians contribute up to 1.7 Billion dalasi annually as remittances from the Diaspora, there is no visible connection between the remittances and the productive base of the economy especially the value added Sector. PDOIS will work consciously to ensure that the stock of sovereign national wealth and the productive base of the economy grow so that It would rely less on bank borrowing to meet recurrent expenditure. Bank financial resources would be aligned with Private sector demand for capital at reasonable interest rates. An Investment Bureau would be established by PDOIS to identify all areas of investments that could benefit from private sector investment and provide the necessary infrastructural and institutional support to make such investment productive and complementary to sustainable development. The cooperative sector has a gamut of micro financial institutions which could engage in the financing of cooperative enterprises. However, these financial institutions are not fully aligned to the cooperative productive base, especially the agricultural and horticultural and value added sectors, to ensure their marketability. Hence many villagers are mobilized to give their labour to cultivate crops for the head of state. PDOIS intends to encourage villages to have Village farms that would be supported to produce in order to utilise the earnings for village development purposes and support the needy. Grants shall also be mobilized to encourage the availability of cooperative production inputs to enhance family farms at affordable prices. The informal economic sector in the Gambia provides the vast majority of Gambians and other Nationals in the Gambia with the means to earn a living. Dozens of weekly markets are scattered all over the country and close to the border with Senegal which provide wider markets for rural producers and traders. PDOIS will give emphasis to the development of such markets so that they would facilitate both infrastructural and institutional development and enhance the earnings of rural dwellers. THE SOCIAL SECTOR PDOIS holds that the Economic and Social sectors are irretrievably linked. It is by ensuring that the informal, private, cooperative and public sectors contribute their maximum potential on an annual basis that would facilitate the growth of sovereign National wealth which could be utilized to ensure the availability and affordability of quality education, from the early childhood to the University level; health, from the provision of health centres in each village and major referral hospitals in each Region; environmental services such as the disposal of liquid and solid waste and the preservation of our flora and fauna; ensure the accessibility of social welfare services according to need. It is the growth of such Sovereign National wealth that would make proper nutrition, safe drinking water, electricity and other communication services accessible, affordable. POLITICAL AND CIVIL SECTORS In the Political domain PDOIS stands for the assertion and consolidation of the Sovereignty of the people. It conceives all rights and freedoms as inviolable and in extricable possessions of the sovereign person which ought to be protected and consolidated by the state and all its agencies. PDOIS sees no other role for the Government and the state in a sovereign Republic other than to safeguard the powers of the people and promote their liberty, prosperity and general welfare. PDOIS commits itself to the attainment of the objectives of the second phase of the struggle for self determination and Independence, that is the creation of the Republic with all its democratic and people centred instruments, institutions and its transparent and accountable governance practices .We will pioneer a National Initiative on a template that would guide the establishment of a National Independent Electoral Commission that would safeguard all political rights and a Human Rights Commission that will safeguard all human rights. We will pioneer the creation of Rural Government structures comprising village, District and Regional councils that owe their authority to the consent of the people through periodic elections or the exercise of the right to recall. Regional Permanent Secretaries will take the role of Governors to look after the implementation of Central Government programmes and policies in the regions. Ultimately, PDOIS intends to pioneer the drafting of a constitution of a Third Republic with the active involvement of the people who would determine its coming into life at a referendum. STRATEGIC GOALS AND TASKS The Central Committee of PDOIS holds that the party has done its best to serve as an alternative voice which defends the liberty and prosperity of the people and exposes and combats any threat to such liberty and prosperity. PDOIS is therefore a credible alternative. It exposes all violation of rights that come to its notice and all incidence of deprivation or poverty. What the party needs is the support of the people to have the political weight to articulate concerns that the ruling party will be compelled to consider. A political party is given weight by attending its rallies and public functions and by casting one's vote in its favour. PDOIS' primary role is to increase its political weight by heightening its visibility and showing what it is doing on a daily basis to promote the interest of the people. It will link with all other representatives of the people of other African Countries to promote the liberty and prosperity of the African people. It will link with all other peoples of the world and their representatives to promote universal liberty and prosperity. The first task to be achieved in order to enhance PDOIS' political weight is to unite with all political forces to promote electoral reform in the Gambia. INTERPARTY COLLABORATION PDOIS stands for interparty collaboration that would give rise to a genuine electoral system that could deliver a free and fair election. It is therefore ready to collaborate with all opposition parties, especially the group of six, to achieve the main tasks for electoral reform. PDOIS fully endorses the Jesse Jackson initiative and would collaborate with all stakeholders to promote the initiative if endorsed by the Gambia Government. PDOIS calls on all parties to work to put up candidates in the first round and collaborate in the second round so that the blame game in the camp of the opposition would disappear and each party will defend its own reason for wanting to replace the ruling party. IMMEDIATE ACTION PLAN To enhance inner party democracy, PDOIS will hold a Congress early next year to review and build its instruments, institutions and intraparty democracy. It is currently registering more members and will do a country wide tour after the rural roads become motorable to speed up the registration and consolidate the branches of the party. All registered members would have the right to select or be selected as delegates PDOIS will speed up the process to build and inaugurate its first branch in Senegal so that the party becomes visible in Senegal as an alternative to the APRC. The party will open up a bank account with the Trust Bank so that all those who wish to contribute to its funds would be able to do so. The expenditures of the party will be available in the media on an annual basis for the sake of transparency and accountability. Our major drive now is to make the alternative visible. We will do everything possible to achieve this task with immediacy.

PDOIS and Halifa are doing the right thing. There should be a concerted effort to make sure that the evolution of the third republic is a guided process; that it is a deliberate and conscious process. The party should now start to build grass root structures all over the country.
PDOIS has proven that they are a credible alternative to the governments that we have, both in the first and second republics. Now the question is to build the support base that will help them to be in power.

To build the support base??? What support base?? The last time I check, Pdois last electoral score is less than 14000 votes nation-wide. So what is there to build. I think Halifa needs to talk about winding dowm after 26yrs of abysmal performance and utter political failure. They never get even 5 percent in any given nmational elections since inception and only managed to put two people in parliament in their entire 26yrs of existence.
Halifa's election into parliament in 2002 was a fluke that never repeat itself and will never be repeated.
I do like the congress because I think the likes of Halifa need that to renew their expired mandate. The last time he was elected into his current post was 11yrs ago and has never been re-elected since. So let first acquire a valid mandate before purporting to be speaking for people whose mandate he hasn't sought for 11yrs now. That is undemocratic and dictatorial. In a democracy, mandates usually last for only 5yrs, not 11.

You are entitled to your vile opinions, slanders, petty bickering, aggressive vile denunciations and your chronic hatred sickness against vibrant P.D.O.I.S and its dynamic leaders; especially Halifa Sallah and Sidia Jatta but that won't block this dynamic progressive party always on last stand maintaining momentum with clear policies, visions, strategy.
You divisive militants and (helping dictator agents) tend to forget easily what happened during last 2011 parliamentary elections with your party (UDP); its stance i.e leader having declared to participate and later backtracked when convinced of further humiliation about to follow Presidential elections? UDP was left with no choice for U-TURN joining P.D.O.I.S ( especially Halifa Sallah & Sidia Jatta) initiatives/policy/strategy and raison d'etre that successfully delivered G6 accord and bailing out your party UDP from further humiliation which you should appreciate and credit deserved by P.D.O.I.S/Halfa/Sidia 
If you want to fairly rate dynamic P.D.O.I.S/Halifa/Sidia 26 legacy and biased unfair criticisms on "congress" amongst others, please consider these points  - P.P.P and N.C.P amongst others were more popular in first republic but are they still vibrant, dormant or existing?
- It would be interesting to hear what U.D.P (especially its leader) politically achieved through his leadership since existence in second republic? Please rule out commissions of enquiry where as a Lawyer his services is required, which he professionally executed and voluntarily provided legal aid?
- Nature of Gambian politics and are average Gambians politically active or how politically aware are they in democratisation of the country?
- Where are your proof of records and details to show any opposition party conducted more congress and selection of its leaders according to their Constitution and policy than P.D.O.I.S?
Here we have before us again a proper strategy/policy to develop this party and offering Gambians alternative progressive choice to consider for future 
Finally refer on these two recent quotes now being realised as only "WAY FORWARD"? Assess them thoroughly against P.D.O.I.S policy/strategy/tactic advocated since 2006 to present and tell us where there is any shift in position or flip flops with P.D.O.I.S on these quotes? P.D.O.I.S being the vibrant party ahead of time, on several occasions and over many years sensitised, advocated or fought on them; especially fundamental backbone of G6 accord  quote: Dr. Amadou Janneh: Given the enormous challenges we face as Gambians, I believe it is incumbent upon us all to set aside our peripheral differences and focus our energies on dislodging Yahya Jammeh from the helm. Nyari, With all its flaws, one of the fundamental successes of PDOIS as a political organization, is the fact that they have been able to survive for 26 years, whereas all other political parties has either whittle out of relevancy or die a natural death. This is the staying power I have alluded to. If you disagree with this assessment state your disagreement clearly to bring out the contrast.
The reason why PDOIS has this staying power is that the founders of the party has done a thorough research of political formations in the Gambia, and build a party that is rooted on principles, objectivity and a desirable goal to which most Gambians can share their affinity with. If you disagree with this proposition, state your views clearly to the contrary.
We remember a time when we used to have political groups like the KENT STREET VOUS, THE KWAME NKURUMAH MEMORIAL FOUNDATION, MOJA and other militant political groupings. After 26 years, PDOIS is still relevant, assertive and may as well guide and shape the evolution of the third republic. If you disagree with this assertion state you views to the contrary. PDOIS have two fundamental objectives. The first objective was the enlightenment stage. They have prosecuted this stage very well over the last 26 years.
This stage includes, and is not limited to all the instructional materials they have made available; civil and political forums they have organized; the political blueprints they have developed on the state of the Gambian economy and the Gambian political situation; the political rallies, countless numbers of them, and of course Foroyaa.
The good thing is that all these documents and materials are archived; students and researchers could find them useful one day.
The second fundamental objective of the party is to make PDOIS a party of the people. This is the stage we are in.
And what does this second stage entail? It entails the building of grassroots movements; the building of support structures, and to reach out and develop strong affinities with all the other forces in our struggle. In my opinion these strategies could be formulated by doing the following: On the ground, PDOIS can consolidate its presence in every village and community, by identifying the people who live in these communities and share the party's mission and vision, and form them into grassroots organizations that will continue the work of the party in those communities.
These people could be identified among teachers, among journalists, among agricultural workers who are posted in the provinces, among NGO workers and other enlightened and educated citizens in these communities. These people can then gradually extend their reach to include all others within their communities. Secondly, PDOIS needs to forge a closer link with other activist groups in the country, like the worker's union, the teachers union and the students union, the bar association etc. These links can develop by reaching out to one or two members within these groups, and gradually building up into a strategic relationship.
The same is also true of the activist groups in the diaspora. PDOIS should forge a closer link with these groups also, reach out and gradually build a strategic relationship.
You can therefore see that a strategic objective to consolidate its presence in the country, and in the diaspora is real; and aside from the intellectual postulations that underscores PDOIS's fundamental arguments on the economy, on the Gambian political situation and the general nature of our social pathology, the solutions embedded in these arguments are realistic, pragmatic, thoughtful and viable. They will be attractive to a lot of Gambians.
I do realized that civic organizations like unions and associations are not politically active in the country, and this has more to do with the general political climate, but at some point the people will have to find their voice.

Sankalanka I admire what PDOIS is doing, what the party has done so far. To a political novice like me; it seems that PDOIS cannot reach the masses. In that everyday Gambians are not educated and or not politically savvy enough to grasp what PDOIS is preaching. For PDOIS to become a major party it has to figure a way to shed its City Party image like UP in the old days. A strategy to incorporate, win over the Provinces and Kombo ought to be developed.
A mass political sensitization/ civic education is seriously lacking in Gambia and I think PDOIS will do better if it can educate the masses about the role of citizens and government in a republic, even educated Gambians lack the knowledge of the responsibilities and authorities of functioning democratic institutions, basic separation of powers. Case in point; the Justice Minister just said a day or two ago that the President gave a directive to drop charges against journalist Saidiykhan and Ceesay. Here lies the problem Gambia is facing. In a democratic country why will a President give such a directive? He feels like he owns US. Gambia is a Jammeh’s personal property and there is nothing anyone can do anything about it until and unless there is a revolution or unity among its citizens. The Senegalese did it within months after the first round of election. What is stopping Gambians from uniting is a problem we ought to study. Instead of uniting to figure out how to free Gambia from the clutches of a dictator her citizens are fighting about which loosing party had the most votes in the previous elections. There is fundamentally something wrong with our politics.
Since the first republic, the cancer of mansa kunda mentality has turned our country into a personal private property of who ever is in charge. For almost five decades, instead of showing the seeds of a true democracy, building civil institution, creating true checks and balances both leader owned everyone, everything and they are seen and or project them selves to be mansas instead of servant of the people. This in turn created a cult like following and false mystical believes.
PDOIS will thrive if the party can some how figure out a way to educate the masses about the role of government then the general population will grasp what it’s preaching.

Sankalan, let's see what happen after 2016 when Halifa's presidential ambition shall perpetually be put to rest just like Sidia's and Sam would not be qualified either for the same reason,age. If pdois can survive beyond that, I shall give them credit but only in that respect.
I think pdois is under severe pressure here. That party will be 30yrs old by 2016 and for Halifa and sidia, it is a recognition that 2016 is the last chance. They either make it into government and fulfill their political ambitions or it is a 30yrs of struggle and personal sacrfice gone in vain as none of them would be qualified to run for the president by virtue of the upper age limit constitutional privision. That is why when halifa went to dakar and faced criticism, he knew his political aspiration is slipping away faster than he thought and that's why we are seeing of these hot air press statement that don't an mean anything other than fanciful Cinderralla dreams.
Halifa in particular has a credibility problem that was so excerbated by his deceitful and intransigent attitude towards the unity project which he had been derailing since 2006. He has reduced Sidia to a 'push mu taaka' and Sam,a remote controlled flunky.
Oh! And by the way, apart from lamin waa juwara's ndam, which never existed in practice, it is only the first republic parties that withered away or died a natural death. Pdois is much older than all the other parties who are currently operating in gambia.

One question I would like to ask is this: Should the opposition parties be running against each other or against APRC?
Does anyone think allowing a new breed to take the helm of affairs will lead to unity amongst the opposition or are we dealing with personal ambition issues that have nothing to do with national interest?
In military schools I was though that a soldier should give all to country. Are these concepts alien to Gambians?

I am afraid the constant bickering will end all possibilities for a united Gambia. I just cannot believe in 2012 Gambians are so far behind Senegal when it comes to politics.
