I wonder if those operatives MIGHT have said when reporting to their senior officer: Sorry Sir, we found the cannabis but we couldn't find the driver of the cart anywhere.
"According to the NDEA spokesperson, Superintendent Abdoulie Ceesay,the donkey cart was found by operatives of the Agency at a roadside in Sibanor village in Foni, West Coast Region. He said the owner of the cart is still at large, but investigations are ongoing to locate him."
