I think that this explains all, the GTA have been trying to implement "renovations and improvements " for over 3 years (according to them,others will probably disagree !) I tend to believe them, it is OFTEN a problem that cleanliness and renewal of items that have become "broken" in my experience, OFTEN deliberately by "jealous" people are left and not dealt with, maybe because the owner is of the opinion that similar damage to the item may occur very quickly after costly repair, which is often the case again caused by "jealous people"
