They found the difference in pay was on average of 7.8 higher higer for the state workers. I agree with you snuggles.Its far easier and less expensive and easier way to collect MONEY from the population rather than tracing and convicting criminals, you have highlighted the saying, MONEY IS THE ROOT OF ALL EVIL.
