Regulators should name universities deemed to be “at higher risk” of financial difficulty rather than keeping the information secret for the usual three years, according to parliament’s public spending watchdog.
Margaret Hodge, chair of the public accounts committee, said “where students’ investment and their education” were at risk, the Higher Education Funding Council for England should reveal details of universities’ financial problems.
The call comes as the English higher education sector undergoes dramatic changes to its funding. From 2012, maximum undergraduate fees will rise to £9,000 from £3,290 and subsidies will be cut.
The higher fees could reduce student demand for undergraduate and postgraduate degrees, according to the committee. Institutions could then struggle “to scale down their costs quickly enough if their income falls”. The sector is deemed in good financial health but the PAC noted that in a “market-based environment”, institutions could “shrink and possibly close or even fail”. It called for the drawing up of plans to shield “students, and the taxpayer, should an unexpected [university] failure occur”.
The higher education funding council can deem an institution to be at higher risk because of “serious problems”, “ineffective risk management” or “threats to the sustainability of its operations”, it said. But such information is usually held back for three years.
