"Editorial : WHY CAN’T THE APRC MOBILISERS RESPECT THE SOVEREIGN GAMBIAN PEOPLE?

Those who have gone to many registration centres would discover that people have no problem in approaching the registration teams and ask any question regarding their registration. A citizen who is worth the name would not seek the help of his or her fellow citizen to get registered as a voter.

All political parties are empowered to send monitors to scrutinize the registration exercise. There is no need for any party to have its mobilisers stationed at registration centres. Nobody stops them from going to homes and communities to alert people that registration is on and canvasses for their votes after the registration. Registration centres and polling stations are not places to canvass for votes or loiter about. If one party does it others would also do it and this will lead to disorder. The leadership of all political parties should give the IEC a chance to preside over a successful electoral cycle. It is very common to see ruling party stalwarts loitering about in registration centres, taking people’s cards after registration and entering them in their own note books. Others have even brought their own attestation forms only to find the IEC issuing a different serialized form. Party representatives should ask for the last serial number of the form that is issued last during each day, so that the process could be closely monitored.

Foroyaa has been told that attestation forms were being processed by the APRC stalwarts at the KMC .We will contact the KMC to investigate the allegation. The KMC has nothing to do with registration of voters and any one who engages in mass production of Attestation forms could be accused of fraud or impersonation of registering officers. No body should come to registration centres unless one intends to be registered. Only officers of the IEC, the party representatives and the security should be stationed in registration centres.

We therefore hope that those who are used to transforming registration and election period into a trade to earn money by dubious means would understand the consequences of having a corrupt electoral system. All parties should instruct their supporters to leave registration centres and allow their party representatives to monitor the exercise to ensure that the IEC builds up integrity as an Independent and credible institution."

The Independent Electoral Commission (IEC) has issued a statement urging all stakeholders in the electoral process to scrupulously and prudently apply the laws on registration of voters.

According to a press release issued yesterday, and signed by Alhaji Mustapha L Carayol, anyone failing to adhere to this may lead to the application of the penal laws.

The release reads:

Sequel to the intermittent problems that plagued the first week of the General Registration of Voters Exercise, the chairman of the Independent Electoral Commission, Alhaji Mustapha L. Carayol embarked on a nationwide tour of the Registration Centres across the country in order to ameliorate the situation.

It is found our that certain persons are taking advantage of the fact that since it is stated in the Electoral Laws that once a claimant presents any one of the five documents, that individual is not to be questioned but is to be issued with a voter’s card immediately; consequently, they are attesting for minors to be registered.

It is also stated in the electoral laws that for one to be qualified to have his/her name in the Register of Voters, firstly, the person must be a Gambian and secondly, must be eighteen years old or should attain the age of eighteen on the date of the next election -24th November 2011. The Commission is therefore encouraging all stakeholders in the electoral process to scrupulously and prudently apply the laws on registration of voters. Failing to adhere to this may lead to the application of penal laws.

The above-mentioned problems notwithstanding, the provisional number of registered voters at the end of the third week of the General Registration of Voters Exercise (5th May to 25th May 2011) is 560, 403.
