Which one is a more senior post? Is the position of a secretary general equivalent to that of a minister or is it higher?

I am told it is a cabinet level position. He/She is the secretary to the president and head of the civil service and ministers don't see the president without his/her permission, so technically it is higher than minister (secretary of state).

Interesting, because it seems like alot of former secretary generals later become ministers, so I was thinking that the ministerial post is higher. In the Jammeh goverment is seems like (1). First you become a secretary to the cabinet. (2). Then you become a secretary general, and then (3). You become a minister
