National Drug Enforcement Agency Wednesday came under fire from the public accounts committee of the National Assembly after presenting what deputies called, a ‘very poor state’ annual activity report.
The drug agency, like other public enterprises, are required to present before the Assembly’s public accounts committee a detailed account of its annual activity and financial reports for approval. In addition to a good number of deputies, other members of the committee included the Auditor General, Chattered Accountants, a representative from the Office of the President and Gambia Public Procurement Authority.
“The joint session of the Public Accounts Committee (PAC) and Public Enterprise Committee (PEC) unanimously agreed that NDEA’s submitted report of 2009 was in a poor state, incomplete and not up to standard,” said Hon. Fatou Mbaye, the deputy Speaker, deeming the report indigestible.
Hon. Mbaye told officials of NDEA, led by the executive director, Benedict Jammeh, that it’s a requirement for them to come to the assembly with a representative of the external auditors.
“The annual report was not well bounded, unnumbered pages, lacks substance and the level of the closure was rather inadequate. Whatever the reasons may be, it’s a policy not to consider the activity report of any public enterprise without the financial report. Your report was looked at and deemed to be presented in a very poor state,” the deputy speaker remarked.
Mbaye added: “If you look at your report in 2008, you were commended for a very good report and also for the establishment of a research unit, rehabilitation and supervisory body and also for conducting sensitization of the general public on drug abuse and drug related offenses. Of course in 2009, you made a case of non submission on grounds that you were not obliged to appear before the joint session of the PAC and PEC”.
The deputy speaker indicated that after a lengthy debate and consultations on the case of non submission by NDEA officials for the 2009 activity report, “the committee of the National Assembly members resolved that NDEA like any other public agency should submit itself to the joint committee for scrutiny”.
She observed that there is no report on NDEA’s status to ascertain whether it is a subvented institution or not. According to Madam Mbaye, the deferment on the annual activity report was based on grounds of policy, precedence, procedure and substance.
“The National Intelligence Agency (NIA) has been audited”, Hon. Sainey Mbaye, member for Upper Saloum said, asking, “Who are NDEA not to be audited?”
Before leaving the National Assembly for the drawing board, director general of NDEA, Benedict Jammeh told deputies that his institution did not have an external auditor and were yet to be audited by an audit body that should do so.
Mr. Jammeh added that they made a request and told the audit body to come into their new complex this month. When again asked by the deputy speaker whether he had any evidence to that effect, Mr. Jammeh stated that they wrote to the audit body and they had replied; a copy of which he said was at his office. Jammeh indicated that last week they had a meeting with the auditor general, Mr. Sankareh, on which a document is also available.
After the deputies’ rejection of the 2009 annual activity report, director general Jammeh wanted to make remarks, but Hon. Fatou Mbaye barred him, stressing that the national assembly does not entertain questions based on their policy.
