TRRC report presentation delayed again
The Standard: SEPTEMBER 30, 2021

The Standard has been reliably informed that the much-anticipated presentation of the report of the Truth, Reconciliation and Reparations Commission will not happen today as scheduled.

According to our source, the report is again not ready.

“It is not quite ready and the government is not willing to accept it uncompleted,” our source said. Our source added that the TRRC commissioners would hold a meeting today to take the next step, expected to be another extension of their work.

The Standard also spoke to a source familiar with the work of the commission who, begging for anonymity, alleged: “Something is funny about all these things. While it may be true that the report is not completely ready, there is also an apparent hesitation on the part of government to receive the report for political reasons”.

The Standard put these allegations to a senior Ministry of Justice official who dismissed it as rubbish. “The government is always ready to receive it when it is fully ready,” the MOJ source said.

Press Release 30th September, 2021

The Truth, Reconciliation and Reparations Commission (TRRC) had planned to submit today, 30th September, 2021 its Final Report to the President of the Republic of The Gambia as required under the provisions of Section 29 of the TRRC Act, 2017. Work on the sixteen volumes comprising the Final Report has been completed, except for four volumes. It is the expectation of the Commission that work on these remaining volumes should be finished shortly. The Commission accordingly informed the Government, through the Attorney General and Minister of Justice, that it will continue the finalisation work and submit the full report when it is completed.

Without proposing yet another date for submission, the Commission assures that this final phase of its work will not be prolonged. The Attorney General and the Minister of Justice agreed to the proposal on behalf of the Government and reassured the Commission that the Government will continue to provide the funds required for the completion of the work of the TRRC.

The Chronicle Newspaper has used the Legal term Sine Die in relation to the full Report,

Here is the meaning explained :
"Adjournment sine die is a Latin phrase which means “without assigning a day for a further meeting or hearing.” For example, to adjourn an assembly sine die means to adjourn the assembly for an indefinite period. ... The court may also adjourn a particular matter sine die. It means that the matter is stayed permanently."

As previously announced, the Truth, Reconciliation and Reparations Commission (TRRC) will not submit its final report to President Adama Barrow. In a press release issued Thursday, the TRRC says it has not completed writing four volumes prompting the submission delay.

The TRRC had planned to submit its Final Report to the Republic of The Gambia President on 30th September 2021, as required under Section 29 of the TRRC Act, 2017.

According to the Communications Unit of the TRRC, “Work on the sixteen volumes comprising the Final Report has been completed, except for four volumes.”

It is the expectation of the Commission that works on these remaining volumes should be finished shortly.

The Commission says it accordingly informed the Government, through the Attorney General and Minister of Justice, that it will continue the finalization work and submit the full report when it is completed.

Without proposing yet another date for submission, the Commission assures that this final phase of its work will not be prolonged.

The TRRC press release says “The Attorney General and the Minister of Justice agreed to the proposal on behalf of the Government and reassured the Commission that the Government will continue to provide the funds required for the completion of the work of the TRRC”.
