This is hot air propaganda for 2021 elections coming.

An area without even proper drainage with lakes of water everywhere during the rains. Citizens without adequate drinking water supply and electricity.

Misplaced priorities!

Maybe there will be a nice sponsor ,like Qcell perhaps only if the train can be painted ORANGE and have Qcell on every carriage,still good luck to them if they decide that this will enhance their brand
