PRESIDENT ADAMA BARROW DECLARES A NEW STATE OF PUBLIC EMERGENCY, INTRODUCES CURFEW
In the wake of the worrisome trajectory of the COVID-19 pandemic in The Gambia, His Excellency President Adama Barrow in exercise of the powers vested in him by Section 34 (1) (a) and pursuant to Section 34 (2) of the 1997 Constitution declares a State of Public Emergency effective midnight tonight and a curfew effective tomorrow, 6th August 2020 throughout The Gambia for a period of 21 days.
The Public Health (Dangerous Infectious Diseases) Protection Regulations, 2020 shall continue to operate side by side with these new accompanying Regulations:
1. All houses of worship (mosques, churches, etc.,) shall remain closed. Mosques or churches shall be used solely for calls to prayers or religious announcements. All forms of gatherings at mosques and churches are prohibited;
2. Night curfew is hereby imposed throughout the jurisdiction of The Gambia from 10pm to 5am daily. Only persons on official COVID-19 duties, ambulances and public officials on essential assignments are exempted from the curfew. Anyone who violates the curfew commits an offence and is liable to a fine of Five Thousand Gambian Dalasi (D5,000).
3. All educational institutions (Universities, Colleges, Schools, Madrassas, Daras, Majalis and Gamos) shall remain closed. However, Grade 12 students are exempted only for the period of their WAEC/WASSCE exams from 17th August to the 7th September 2020. These schools shall open solely for the purpose of administering exit exams;
4. All non-food outlets in all markets throughout The Gambia shall remain closed. Exemptions are granted to banks and financial institutions, pharmacies, drug stores, supermarkets and mini markets, local corner shops and essential food traders. The markets shall be opened between 6am and 2pm daily;
5. All markets and shopping areas in The Gambia shall be closed on Sundays for cleansing or necessary fumigation by Area and Municipal Councils;
6. All land, sea and air borders of The Gambia remain closed. Entry and exit of persons into The Gambia is suspended except for diplomats, drivers of essential commodities and persons seeking urgent medical attention abroad;
7. Only cargo and humanitarian flights bringing Gambians home, diplomats or humanitarian workers will be allowed subject to them seeking and obtaining prior approvals among other stringent conditions. Any passenger destined for The Gambia shall be in possession of a valid certificate from points of departure indicating that he or she took a COVID-19 test with a negative result at least 72 hours before boarding. A person who breaches this Regulation on the border closures commits an offence and is liable upon conviction to a fine of Five Thousand Gambian Dalasi (D5,000);
8. The Armed Forces may be deployed pursuant to Section 187(1)(b) of the Constitution of The Gambia to support the civil authorities in the fight against the COVID-19 pandemic.
It is disheartening to realize that several of our loved ones, among them prominent citizens have succumbed to this deadly ailment while others continue to undergo treatment as others still battle for their lives. President Barrow, The First Family and the Government of The Gambia stand in solidarity with all citizens and residents by expressing their heartfelt condolences to the bereaved families of those who died of the COVID-19 virus and remain committed to fight harder against this dangerous disease.
In this most critical hour of our existence, with a virus that poses an existential threat to all of mankind, President Barrow calls on every citizen regardless of your social class or political orientation to come together as one people, with one goal so we can all be victorious. This he asks of every Gambian, from Banjul to Basse, Kartong to Koina as well as those in Diaspora.

No more quarantine if you come with a COVID-19 test certificate which is maximum 72 hours before departure.

No, Brussels Airlines is still flying to Gambia despite this State of emergency and the curfew. I think they are flying once a week.
I hope to travel too by December inshallah. 
The latest announcement yesterday is to relax some of the measures that existed the last months.

Does this announcment mean that no flights are alowew to land at Banjul airport? Not even Brussel Airlines?
I know of one planning to come there. Not now but probably in December - January. There might be changes before that. |

President Adama Barrow Relaxes Nightly Curfew and Market Restrictions, Public Health Regulations Remain In Force
At the expiration of the State of Public Emergency by midnight tonight, His Excellency, President Adama Barrow, has decided to relax the night curfew throughout The Gambia.
Equally, all markets throughout The Gambia, regardless of the category of goods they sell, shall now open from 6:00am to 6:00pm daily to allow for normal cleansing. Boutiques, food and non-essential vendors and supermarkets shall now resume their normal business hours.
However, the Public Health (DANGEROUS INFECTIOUS DISEASES) PROTECTION REGULATIONS, 2020 remain effective and all non-essential PUBLIC PLACES remain temporarily closed.
In this Order, Non-Essential Public Places include —
(a) Bars and pubs;
(b) Sit-in restaurants;
(c) Cinemas and video clubs;
(d) Gymnasia
(e) Night clubs and music lounges;
(f) Group events at beaches;
(g) Casinos and gaming parlours; and
(h) Sporting fields.
Similarly, the Prohibition of public gatherings is still in effect and the following are prohibited:—
(a) Public gatherings for events such as naming ceremonies, weddings and other social events; and (b) Children roaming the streets unaccompanied by an adult.
Violation of this Order
A person who violates this Order commits an offence and is liable on conviction to a fine of one thousand Dalasis.
All other Regulations on the compulsory wearing of facemasks, closure of air, sea and land borders of The Gambia and penalties for spreading false information on the Coronavirus (COVID-19) pandemic also remain in place.

PRESIDENT ADAMA BARROW DECLARES STATE OF PUBLIC EMERGENY FOR ADDITIONAL 21 DAYS, MODIFIES REGULATIONS ON SCHOOLS, WORSHIP CENTRES AND PENALTIES FOR VIOLATION OF CURFEW
Alarmed by the recent upsurge in the Coronavirus disease (COVID-19) infections and deaths in The Gambia and based on advisory from The Health Ministry, His Excellency President Adama Barrow in exercise of the powers vested in him by Section 34 (6) and pursuant to Section 34 (2) of the 1997 Constitution declares a State of Public Emergency and a curfew throughout The Gambia for an additional period of 21 days.
The Public Health (Dangerous Infectious Diseases) Protection Regulations, 2020 and Emergency Powers Regulations published in the Gazette on 5th August 2020, as modified below shall continue to operate throughout the period of this state of public emergency.
1. All educational institutions (Universities, Colleges, Schools, Madrassas, Daras, Majalis and Gamos) remain closed. An educational institution may be opened for official use by administrative staff and shall open solely for the purpose of administering the West African Senior School Leaving Certificate Exams (Grade 12) from 17th August to the 7th September 2020.
2. A public place of worship (mosque, church, et cetera.) may be opened fifteen (15) minutes before scheduled congregational prayers and shall be closed immediately after the end of prayers. A person in charge of a place of worship shall ensure the availability of hand cleansing and hygiene materials at the entrance of the premises to be used by all worshippers.
Each worshipper shall wear a facemask covering the mouth and nose; all taps and toilets in the premises of worship centres shall remain closed to the public. In the cases of mosques, all worshippers shall come with their own prayer mats and worshippers shall keep a distance of at least one (1) metre from each other. By this Regulation, all churches or mosques shall be closed immediately after every congregational prayer and a Special Committee shall be established by each worship centre in The Gambia for the observance of these new public health and safety guidelines. The Gambia Government encourages all Mosque and Church Committees to engage their members and worshippers in adhering to the letter of the State of Public Emergency Regulations governing places of worships and all other aspects of public life.
3. Nightly curfew from 10pm to 5am daily remains in place throughout The Gambia. Persons on official COVID-19 duties, ambulances and public officials on essential assignments are exempted from the curfew. Anyone who violates the curfew commits an offence and is liable to a fine of Five Thousand Gambian Dalasi (D5,000) or in default of payment be ordered to undergo community service of cleaning public markets for a period of one week in the area he or she committed the offence.
4. All forms of public gatherings remain prohibited.
5. All other Regulations on the compulsory wearing of facemasks, operations of markets and shopping areas, opening hours of food and non-food outlets, closure of air, sea and land borders of The Gambia and penalties for spreading false information on the Coronavirus (COVID-19) pandemic remain in place.

RE: RESTRICTIONS ON MARKETS AND SHOPPING AREAS EMERGENCY POWERS (AMENDMENT) REGULATIONS, 2020.
In exercise of the powers conferred on him by section 3 of the Emergency Powers Act, His Excellency, President Adama Barrow in consultation with Covid-19 experts at The Ministry of Health, has amended the Regulations governing markets throughout The Gambia.
Effective tomorrow, Thursday, 13th August, 2020, the following restrictions shall be operational and should now supersede all previous restrictions governing the opening and closing of markets and shopping outlets in The Gambia.
1. Citation and duration
These Regulations may be cited as Restrictions on Markets and Shopping Areas Emergency Powers (Amendment) Regulations, 2020
2. Restrictions on retail outlets
(1) A person trading in food products in any market shall open for business only between the hours of 6:00am and 2:00pm each day.
(2) A person trading in non-food products in any market shall open for business only between the hours of 3:00pm and 7:00pm
4. Amendment of regulation 3
Regulation 3 (1) of the Principal Regulations is amended by substituting it with following new sub-regulation –
“(1) Except those exempted under sub-regulation (2), all non-food retail outlets located outside of markets throughout The Gambia, shall only be opened to the public between the hours of 6:00am and 3:00pm.”
However, all markets throughout The Gambia shall remain close on Sundays for routine cleansing and fumigation. The closures do not affect food vendors or shops outside the markets.
President Barrow wishes to thank the business community for its compliance and Gambians for their perseverance during this very difficult period as his government continues to explore all possibilities to mitigate and contain the effects of the Covid-19 virus in The Gambia.
This new amendment came into effect to ease the burden on a cross section of the business community following their total closure last week.
Accordingly, President Barrow urges all businesses and members of the public to continue complying with these new regulations, by always face masking, hand washing and adhering to strict social distancing.
Citizens and residents are reminded that the 10:00 pm to 5:00am curfew remains in place.

A complete lockdown is long overdue but the issue has been politicised for a long time without any serious action. Families living from daily petty trading and activities will find it hard to stay home with empty bellies and no income to pay house rents.
The COVIS-19 death figures are inaccurate and misleading. They are believed to be much higher.
The population in border areas should be vigilant and report any violation/illegal border crossings to the authorities.

From this press release,it is obvious that MOST Gambians are not taking Corona Virus seriously thereby forcing the administration to take POSITIVE ACTION a rare occourence in Africa. |
